0001| SENATE JOINT MEMORIAL 29 | 0002| 43RD LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, 1998 | 0003| INTRODUCED BY | 0004| JOHN PINTO | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT, | 0012| BUREAU OF INDIAN AFFAIRS AND SAN JUAN COUNTY TO CONDUCT A | 0013| FEASIBILITY STUDY ON NECESSARY IMPROVEMENTS TO THE JUNCTIONS | 0014| OF NAVAJO ROUTES N-36 AND N-3003, STATE HIGHWAY 371 AND UNITED | 0015| STATES HIGHWAY 666. | 0016| | 0017| WHEREAS, Navajo route N-36, completed in 1993, is a new | 0018| paved highway providing main artery access into Fruitland and | 0019| the surrounding areas and intersecting United States highway | 0020| 666 and state highway 371; and | 0021| WHEREAS, Navajo routes N-36 and N-3003 are without | 0022| sufficient lighting, signs, turnouts, medians for turnouts, | 0023| turn-ins and needed bypass lanes; and | 0024| WHEREAS, use of and traffic on Navajo routes N-36 and | 0025| N-3003 has increased and is projected to increase further due | - 1 - 0001| to the population growth in the area; and | 0002| WHEREAS, Navajo routes N-36 and N-3003 are used by | 0003| children from elementary through college ages traveling to | 0004| attend school; persons delivering meals to seniors living in | 0005| the area; farmers and farm machinery; and commuters traveling | 0006| to and from their places of employment; and | 0007| WHEREAS, inclement weather adversely affects the travel | 0008| conditions existing on Navajo routes N-36 and N-3003 and | 0009| emphasizes the need for enhancement and improvement of these | 0010| well-used highways; and | 0011| WHEREAS, the state highway and transportation department | 0012| is well versed and advised in the improvement techniques and | 0013| characteristics of highways; and | 0014| WHEREAS, improvements to and enhancements of Navajo | 0015| routes N-36 and N-3003 will be better served and recommended | 0016| after evaluation and study by the state highway and | 0017| transportation department; | 0018| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0019| STATE OF NEW MEXICO that the state highway and transportation | 0020| department, bureau of Indian affairs and San Juan county | 0021| conduct an evaluation and study of Navajo routes N-36 and | 0022| N-3003, state highway 371 and United States highway 666 | 0023| intersections and make recommendations to the first session of | 0024| the forty-fourth legislature identifying and estimating the | 0025| cost of needed improvements to the junctions of Navajo routes | - 2 - 0001| N-36 and N-3003, state highway 371 and United States highway | 0002| 666 in view of their locations and traffic, at present and as | 0003| projected in the near future; and | 0004| BE IT FURTHER RESOLVED that copies of this memorial be | 0005| transmitted to the state highway and transportation | 0006| department, the bureau of Indian affairs and the board of | 0007| county commissioners of San Juan county. | 0008|  | 0009| | 0010| | 0011| | 0012| | 0013| | 0014| | 0015| | 0016| | 0017| | 0018| | 0019| | 0020| | 0021| | 0022| | 0023| |
