RODELLA | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE LEGISLATIVE COUNCIL TO DIRECT THE APPROPRIATE | 0012| INTERIM COMMITTEE TO STUDY THE NEED FOR GRANTS FOR UPGRADING | 0013| FACILITIES OF LOCAL DOMESTIC WATER USERS ASSOCIATIONS. | 0014| | 0015| WHEREAS, the ability to provide quality drinking water | 0016| requires substantial investment in infrastructure and | 0017| management; and | 0018| WHEREAS, water systems in rural communities, such as | 0019| those in Rio Arriba, Sandoval and Taos counties, often | 0020| struggle to provide adequate water utility service due to | 0021| dispersed service populations, growing demand and aging | 0022| infrastructure; and | 0023| WHEREAS, the limited revenue available to mutual domestic | 0024| water users associations in these rural communities limits | 0025| their ability to repay loans for water system improvements; | - 1 - 0001| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0002| STATE OF NEW MEXICO that the legislative council be requested | 0003| to direct the appropriate interim committee to study the | 0004| feasibility of providing direct grants for upgrading water | 0005| system facilities of local domestic water users associations, | 0006| including an assessment of the needs of these associations and | 0007| a possible funding mechanism and to make recommendations for | 0008| legislation by November 1, 1998; and | 0009| BE IT FURTHER RESOLVED that copies of this memorial be | 0010| transmitted to the members of the legislative council. | 0011|  |
