WRIGHT | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION | 0012| CONDUCT A STUDY TO DETERMINE HOW TO ADDRESS THE STUDENT | 0013| DROPOUT PROBLEM, TO DEFINE ZERO TOLERANCE AND TO STUDY THE | 0014| FEASIBILITY OF ALTERNATIVE EDUCATIONAL PROGRAMS FOR THESE | 0015| STUDENTS. | 0016| | 0017| WHEREAS, students who drop out of school do not have | 0018| alternative educational opportunities available to them; and | 0019| WHEREAS, school districts should direct money toward | 0020| creating alternative educational opportunities for student | 0021| dropouts; and | 0022| WHEREAS, students are expelled or suspended pursuant to a | 0023| subjective definition of zero tolerance; and | 0024| WHEREAS, a student has the right to understand clearly | 0025| the basis for expulsion or suspension; and | - 1 - 0001| WHEREAS, students who drop out or are expelled need | 0002| alternative educational opportunities; | 0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0004| STATE OF NEW MEXICO that the state department of public | 0005| education study options to keep students from dropping out of | 0006| the public school system and define zero tolerance; and | 0007| BE IT FURTHER RESOLVED that the state department of | 0008| public education track the destinations of students who drop | 0009| out or are expelled and study the feasibility of having school | 0010| boards establish alternative educational programs for these | 0011| students; and | 0012| BE IT FURTHER RESOLVED that copies of this memorial be | 0013| transmitted to the state department of public education and to | 0014| the state board of education. | 0015|  |
