A new section of the Public School Code is | 0016| enacted to read: | 0017| "[|NEW MATERIAL|] EARLY CHILDHOOD-FAMILY SUPPORT AND | 0018| EDUCATION TRAINING PROGRAM.-- | 0019| A. The department of education, upon approval of | 0020| an application, shall distribute money to those school | 0021| districts that address the following program elements: | 0022| (1) implementation or augmentation of before- | 0023| and after-school programs for children ages five through | 0024| eight; | 0025| (2) implementation or augmentation of | - 1 - 0001| programs addressing the educational needs and family support | 0002| needs of children ages five through eight; and | 0003| (3) implementation or augmentation of job | 0004| skills and leadership development for mothers and fathers of | 0005| participants who are recipients of federal and state support. | 0006| B. In applying for funding, school districts shall | 0007| establish partnerships with local community-based public and | 0008| private programs. Each funded application shall include and | 0009| demonstrate a family involvement component that is based on | 0010| family support principles for each of the program elements | 0011| described in Subsection A of this section. School districts | 0012| shall maintain fiscal agent responsibility in a partnership. | 0013| C. The program shall reflect the employment and | 0014| economic development needs of the local community and | 0015| encompass health, safety and nutrition. The program shall | 0016| support the educational and developmental needs of children, | 0017| address cultural diversity and provide family support. | 0018| D. By July 1, 1998, the department of education | 0019| shall develop guidelines for the application process, | 0020| disseminate those guidelines to all school districts and | 0021| provide technical assistance in developing applications. The | 0022| department, in partnership with other agencies and interested | 0023| persons, shall define application criteria inclusive of at- | 0024| risk indicators, quality performance indicators and benchmarks | 0025| that ensure positive results for participants and provide | - 2 - 0001| strong accountability measures for the public. | 0002| E. A phase-in process may be instituted by a | 0003| school district to develop the needed coordination with local | 0004| community-based public and private programs and other | 0005| resources." | 0006| Section 2. APPROPRIATIONS.-- | 0007| A. Five hundred thousand dollars ($500,000) is | 0008| appropriated from the general fund to the state department of | 0009| public education for expenditure in fiscal years 1998 and 1999 | 0010| to develop and disseminate application guidelines and | 0011| otherwise carry out the administration of Section 1 of this | 0012| act. Any unexpended or unencumbered balance remaining at the | 0013| end of fiscal year 1999 shall revert to the general fund. | 0014| B. One million dollars ($1,000,000) is | 0015| appropriated from the general fund and six million dollars | 0016| ($6,000,000) is appropriated from federal funds available | 0017| through the federal Personal Responsibility and Work | 0018| Opportunity Reconciliation Act of 1996 to the state department | 0019| of public education for expenditure in fiscal year 1999 and | 0020| subsequent fiscal years to carry out the early childhood- | 0021| family support and education training program. Any unexpended | 0022| or unencumbered balance remaining at the end of a fiscal year | 0023| shall not revert to the general fund. | 0024|  |
