APPROPRIATION.--Four hundred fifty thousand | 0016| dollars ($450,000) is appropriated from the general fund to | 0017| the board of regents of New Mexico state university for | 0018| expenditure in fiscal year 1999 for the purpose of creating an | 0019| orphan sites technology development program. The program will | 0020| establish a testing, verification and ranking system for | 0021| selection and application of new technologies for reduction, | 0022| remediation and prevention of nitrate contamination. The | 0023| program will be implemented by the waste-management education | 0024| and research consortium, administratively located at New | 0025| Mexico state university. Any unexpended or unencumbered | - 1 - 0001| balance remaining at the end of fiscal year 1999 shall revert | 0002| to the general fund. | 0003|  |
