Section 66-5-21 NMSA 1978 (being Laws 1978, | 0016| Chapter 35, Section 243, as amended) is amended to read: | 0017| "66-5-21. EXPIRATION OF LICENSE--FOUR-YEAR ISSUANCE | 0018| PERIOD.--All driver's licenses shall be issued for a period of | 0019| four years, except those provided for in Section 66-5-19 NMSA | 0020| 1978 and as otherwise provided in Section 66-5-67 NMSA 1978, | 0021| and each license shall expire thirty days after the | 0022| applicant's birthday in the fourth year after the effective | 0023| date of the license. A license issued pursuant to Section | 0024| 66-5-19 NMSA 1978 shall expire thirty days after the | 0025| applicant's birthday in the year in which the license expires. | - 1 - 0001| Each license is renewable within ninety days prior to its | 0002| expiration or at an earlier date approved by the department. | 0003| The fee for the license shall be as provided in Section | 0004| 66-5-44 NMSA 1978. The department ~[may]~ |shall| provide for | 0005| renewal by mail pursuant to rules adopted by the department | 0006| and may require an examination upon renewal of the driver's | 0007| license." | 0008| Section 2. APPROPRIATION.--Fifty thousand dollars | 0009| ($50,000) is appropriated from the general fund to the motor | 0010| vehicle division of the taxation and revenue department for | 0011| expenditure in fiscal year 1999 for the purpose of initiating | 0012| a program providing for driver's license renewal by mail. Any | 0013| unexpended or unencumbered balance remaining at the end of | 0014| fiscal year 1999 shall revert to the general fund. | 0015|  |
