     I request that the following capital outlay project be
funded:

                    to the New Mexico office of Indian affairs:
          
                    two hundred sixty-four thousand one hundred dollars
          ($264,100) to complete the second phase of
          construction, including designing, engineering,
          preparing the site and utilities, locating utilities,
          constructing, equipping and supplying the Crownpoint
          institute of technology library in Crownpoint in
          McKinley county.
