                      STATE OF NEW MEXICO
            43RD LEGISLATURE - SECOND SESSION, 1998

FOR CAPITAL PROJECTS IN HOUSE DISTRICT 54 IN EDDY COUNTY.

     I request that the following capital outlay projects be funded:

                    to the local government division of the department of
          finance and administration:

          A.  seventy thousand dollars ($70,000) to plan, design,
construct and equip picnic shelters at Heritage municipal park in
Carlsbad in Eddy county;

          B.  ten thousand dollars ($10,000) for purchase of heavy-
duty display tables for the Carlsbad boys' and girls' club in

Carlsbad in Eddy county;

          C.  seven hundred fifty thousand dollars ($750,000) to
plan, design, construct and equip new public health offices in
Artesia in north Eddy county;

          D.  three hundred twenty-nine thousand dollars ($329,000)
to plan, design, construct, equip and landscape Guadalupe municipal
park in Artesia in Eddy county;

          E.  one hundred thousand dollars ($100,000) to plan,
design, construct and equip an addition to the Artesia community
center in Eddy county; and

          F.  fifty thousand dollars ($50,000) for the library
automation project at the Artesia public library in Eddy county;




                    to the state highway and transportation department:
          
          A.  one hundred thousand dollars ($100,000) to plan,
design and construct a flood control project on Center street in
Artesia in Eddy county;

          B.  one hundred thousand dollars ($100,000) to complete
necessary drainage improvements on south First street in Artesia in
Eddy county; and

          C.  two hundred thousand dollars ($200,000) to plan,
design and construct necessary improvements to First street in
Artesia in Eddy county;

                    to the state department of public education:

          A.  three hundred thousand dollars ($300,000) to plan,
design, construct and equip an expansion to the Alta Vista school
library in Eddy county;

           B.  four hundred thousand dollars ($400,000) to make
improvements, including equipment purchase, of the Carlsbad high
school smart laboratory in Eddy county; and

          C.  seventy-five thousand dollars ($75,000) for purchase
and installation, including necessary electrical system improvements,
of educational technology in various Artesia public schools in Eddy
county;

                    to the board of regents of New Mexico state university:

                    one hundred sixty-four thousand dollars ($164,000) for
          needed equipment for the manufacturing section development
          program at the university's branch college in Carlsbad in
          Eddy county;

                    to the board of regents of eastern New Mexico university:
     
                    five hundred thousand dollars ($500,000) to plan, design,
          construct, remodel and equip, including classrooms and
          purchase of necessary vehicles, tools and equipment, a 


                    facility to house the university's truck driving school as
          a joint project with the city of Artesia in Eddy county;
          and

                    to the state agency on aging:
     
                    three hundred thirty-five thousand dollars ($335,000) to
          plan, design, construct and equip an expansion of the
          senior center in Artesia in Eddy county.
