FOR SEWER PROJECTS IN THE NORTH VALLEY AREA OF BERNALILLO COUNTY.

     I request that the following capital outlay project be funded:

                    to the department of environment:

                    nine million seven hundred ninety thousand three hundred fifteen dollars
          ($9,790,315) to continue construction of sewer projects in the north valley area
          of Bernalillo county.  Expenditure of the appropriation is contingent upon the city
          of Albuquerque, Bernalillo county and the village of Los Ranchos de Albuquerque
          in Bernalillo county entering into an agreement regarding planning, designing
          and constructing sewer collection and treatment facilities in the north valley area
          of Bernalillo county.
