      Your WAYS AND MEANS COMMITTEE, to whom has been referred
  
                          SENATE BILL 332
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
      1.  On page 1, line 14, after "BONDS" insert "; DECLARING AN
  EMERGENCY".
  
      2.  On page 2, between lines 24 and 25, insert the following
  new sections:
  
          "Section 2.  EMERGENCY.--It is necessary for the public
  peace, health and safety that this act take effect immediately."
