0011|     RELATING TO HIGHER EDUCATION FINANCIAL ASSISTANCE; AMENDING

0012|     THE DEFINITION OF "STUDENT" IN THE WICHE LOAN FOR SERVICE ACT;

0013|     MAKING AN APPROPRIATION.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  Section 21-29-2 NMSA 1978 (being Laws 1997,
    |
0017|     Chapter 126, Section 2) is amended to read:
    |
0018|          "21-29-2.  DEFINITIONS.--As used in the WICHE Loan for
    |
0019|     Service Act:
    |
0020|               A.  "commission" means the commission on higher
    |
0021|     education; and
    |
0022|               B.  "student" means a New Mexico resident who is a
    |
0023|     graduate of a New Mexico high school <u>or has resided in New
</u>    |
<u></u>0024| <u>    Mexico for five consecutive years immediately preceding
</u>    |
<u></u>0025| <u>    application to the program</u> and who attends or is about to
    |

0001|     attend a graduate or professional program of education through
    |
0002|     the auspices of the Compact for Western Regional Cooperation
    |
0003|     in Higher Education."
    |
0004|          Section 2.  APPROPRIATION.--Five hundred thousand dollars
    |
0005|     ($500,000) is appropriated from the general fund to the
    |
0006|     commission on higher education for expenditure in fiscal year
    |
0007|     1999 for the student support fees for the WICHE loan for
    |
0008|     service program pursuant to the WICHE Loan for Service Act. 
    |
0009|     Any unexpended or unencumbered balance remaining at the end of
    |
0010|     fiscal year 1999 shall revert to the general fund.
