0011|     RELATING TO MEDICAID; PROVIDING FOR AN EXTERNAL QUALITY

0012|     REVIEW; MAKING AN APPROPRIATION.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  A new section of the Public Assistance Act is
    |
0016|     enacted to read:
    |
0017|          "[<u>NEW MATERIAL</u>] EXTERNAL QUALITY REVIEW.--The
    |
0018|     department shall be prohibited from implementing phases III
    |
0019|     and IV of the medicaid managed care program until an external
    |
0020|     quality review organization finds that implementation will not
    |
0021|     adversely affect patient care and provider access."
    |
0022|          Section 2.  APPROPRIATION.--Twenty-five thousand dollars
    |
0023|     ($25,000) is appropriated from the general fund to the human
    |
0024|     services department for expenditure in fiscal year 1999 for
    |
0025|     the purpose of providing an external quality review of phases
    |

0001|     III and IV of the medicaid managed care program.  Any
    |
0002|     unexpended or unencumbered balance remaining at the end of
    |
0003|     fiscal year 1999 shall revert to the general fund.
