0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0016|          Section 1.  APPROPRIATION.--Four hundred twenty-one
    |
0017|     thousand dollars ($421,000) is appropriated from the general
    |
0018|     fund to the department of health for expenditure in fiscal
    |
0019|     year 1999 to contract for the creation of a statewide consumer
    |
0020|     advisory board for mental health and substance abuse services,
    |
0021|     regional consumer quality assurance teams and an ombudsman and
    |
0022|     advocate program for the purpose of developing and
    |
0023|     implementing client-based quality assurance reviews, including
    |
0024|     satisfaction surveys, and providing advocacy services to
    |
0025|     ensure quality, accountability, cost-effectiveness and
    |

0001|     consumer satisfaction with behavioral health services.  Any
    |
0002|     unexpended or unencumbered balance remaining at the end of
    |
0003|     fiscal year 1999 shall revert to the general fund.
