  Mr. President:
  
      Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred
  
                           SENATE BILL 66
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
      1.  On page 1, line 11, following "LOW-INCOME" insert ", ELDERLY AND
  HANDICAPPED".
  
      2.  On page 1, strike line 18 and insert in lieu thereof
  "provide statewide community service block grant supplemental
  emergency funding for housing, nutrition, utility support, job
  referral, counseling, tutoring and outreach services and programs
  for low-income, elderly and handicapped".,
  
  and thence referred to the FINANCE COMMITTEE.
