0011|     RELATING TO PUBLIC SCHOOL CAPITAL OUTLAY; PROVIDING FOR A
    |
0012|     STUDY OF PUBLIC SCHOOL CAPITAL OUTLAY FACILITIES AND
    |
0013|     INFRASTRUCTURE; MAKING AN APPROPRIATION; DECLARING AN
    |
0014|     EMERGENCY.

0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|          Section 1.  STUDY--APPROPRIATION.--
    |
0018|               A.  The public school capital outlay council shall
    |
0019|     conduct a comprehensive study of public school capital outlay
    |
0020|     needs statewide.  The study shall include development of
    |
0021|     guidelines and standards; an inventory and assessment of
    |
0022|     school facilities and infrastructure; cost estimates for
    |
0023|     repair, renovation and modernization of existing facilities;
    |
0024|     and an estimate of future facility needs.  The study shall
    |
0025|     assess the equity and efficiency of current state and local
    |

0001|     processes used to fund public school facilities and recommend
    |
0002|     an equitable and efficient method to meet public school
    |
0003|     capital outlay needs.  A progress report shall be presented to
    |
0004|     the legislative education study committee and the legislative
    |
0005|     finance committee by September 1, 1998 and the final report by
    |
0006|     December 31, 1998.
    |
0007|               B.  Four hundred thousand dollars ($400,000) is
    |
0008|     appropriated from the general fund to the state department of
    |
0009|     public education for expenditure in fiscal years 1998 and 1999
    |
0010|     for the purpose of conducting a study of public school capital
    |
0011|     outlay facilities and infrastructure.  Any unexpended or
    |
0012|     unencumbered balance remaining at the end of fiscal year 1999
    |
0013|     shall revert to the general fund.
    |
0014|          Section 2.  EMERGENCY.--It is necessary for the public
    |
0015|     peace, health and safety that this act take effect
    |
0016|     immediately.
