     HOUSE TRANSPORTATION COMMITTEE SUBSTITUTE FOR HOUSE
                           BILL 516
                               
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 7, between lines 5 and 6, insert the following
  new subsection:
  
          "J.  For the purposes of this section, "construction",
  "reconstruction" and "improvement" include planning, designing,
  engineering, constructing and acquiring rights-of-way.".
  
      2.  On page 7, line 10, after "construction" insert ", including
  planning, designing, engineering, constructing and acquiring
  rights-of-way,"..
