  Mr. Speaker:
  
       Your TAXATION AND REVENUE COMMITTEE, to whom has
  been referred
  
                        HOUSE BILL 432
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.   On page 3, line 7, after "state", insert "or
  motorboats". 
  
       2.   On page 4, between lines 7 and 8, insert the following
  subsection:
  
            "C.  The department shall create permits, in form and
  content as the secretary may prescribe, that will allow persons to
  purchase gasoline to which dye has not been added for the uses
  specified in Subsection A of this section.  The secretary shall
  prescribe the method by which a person may apply for a permit."
  
                 3.   Reletter the succeeding subsection accordingly.
  
                 4.   On page 4, line 25, after "with", insert "state and".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
