       Your VOTERS AND ELECTIONS COMMITTEE, to whom has
  been referred
  
                        HOUSE BILL 425
                               
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 14, following "CODE" insert ";
  DECLARING AN EMERGENCY".
  
       2.  On page 15, line 11, insert the following new
  section:
  
            "Section 9.  EMERGENCY.--It is necessary for the
  public peace, health and safety that this act take effect
  immediately.".
