  recommendation that it DO PASS, amended as follows:
  
       1.   On page 1, line 17, strike "the office of the state
  engineer", and insert in lieu thereof "the local government
  division of the department of finance and administration".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
