  recommendation that it DO PASS, amended as follows:
  
                 1.   On page 2, line 15, strike the period and insert in lieu
  thereof "and report its findings to the legislature before August
  1, 1999.".,
  
  and thence referred to the EDUCATION COMMITTEE.
