                  HOUSE BILL 87, as amended
                               
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1. On page 1, line 13, before the period insert " ; DECLARING
  AN EMERGENCY".
        
       2. On page 6, line 25, insert the following new section:
       
       "Section 6.  EMERGENCY.--It is necessary for the public
  peace, health and safety that this act take effect immediately.".
