                  HOUSE BILL 53, as amended
                               
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 8, line 20, strike "groundless" and insert in
  lieu thereof "an action that is frivolous or brought in bad
  faith.".
