APPROPRIATION.--Five million four hundred | 0016| eighty-eight thousand two hundred dollars ($5,488,200) is | 0017| appropriated from the general fund to the department of | 0018| finance and administration for expenditure in fiscal year 1999 | 0019| for the purpose of providing a salary increase to eligible | 0020| classified employees in agencies governed by the Personnel Act | 0021| who meet or exceed performance expectations. In accordance | 0022| with a salary matrix approved by the personnel board and | 0023| negotiated with the New Mexico state labor coalition, a | 0024| variable pay anniversary increase ranging from two and one- | 0025| quarter percent of grade midpoint to five and three-quarters |

0001| percent of grade midpoint and based on the employee's rating | 0002| and compa-ratio is authorized. This increase includes | 0003| providing annualized variable pay anniversary lump-sum | 0004| payments to eligible classified employees whose salaries equal | 0005| or exceed their salary grade maximums. Salary increases shall | 0006| be effective the first full pay period following the | 0007| employee's anniversary date. The department of finance and | 0008| administration shall distribute a sufficient amount to each | 0009| agency to provide the appropriate increase for those employees | 0010| whose salaries are received as a result of the general fund | 0011| appropriations in the General Appropriation Act of 1998. Any | 0012| unexpended or unencumbered balance remaining at the end of | 0013| fiscal year 1999 shall revert to the general fund. | 0014|  |
