Section 3. STATE ARMORY BOARD--PURPOSE.--Pursuant to the provisions of Section 1 of this act, upon certification by the state armory board that the need exists for the issuance of the bonds, one million fifty thousand dollars ($1,050,000) is appropriated to the state armory board to construct an armory near Taos in Taos county.". 3. Section 32. SOCCER FIELD LOOP ROAD--PURPOSES.-- A. The amounts specified in this section are appropriated from the specified sources to the state highway and transportation department to plan, design and construct a public use loop road at the soccer field complex in Sandoval county. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the appropriate source. B. Two hundred seventy-five thousand dollars ($275,000) is appropriated from the general fund for expenditure beginning in fiscal year 1998. C. Two hundred thousand dollars ($200,000) is appropriated from the state road fund for expenditure beginning in fiscal year 1998. D. Seventy-five thousand dollars ($75,000) is appropriated from the local governments road fund for expenditure beginning in fiscal year 1998. E. Three hundred thousand dollars ($300,000) is appropriated from severance tax bond proceeds, after certification by the state highway and transportation department as provided in Section 1 of this act. Section 33. STATE LIBRARY RENOVATION--LEGISLATIVE COUNCIL SERVICE CASH BALANCES.--One million dollars ($1,000,000) is appropriated from cash balances of the legislative council service to the legislative council service for expenditure in fiscal year 1999 and subsequent fiscal years for renovation of the state library and related renovations of the state capitol. Money from this appropriation shall not revert to the general fund at the end of a fiscal year. Section 34. NEW MEXICO IRRIGATION WORKS CONSTRUCTION FUND.-- A. One hundred thousand dollars ($100,000) is appropriated from the New Mexico irrigation works construction fund to the office of the state engineer for expenditure in fiscal year 1999 to install real-time water meters on the Rio Costilla system in Taos county. B. Four hundred ninety-six thousand dollars ($496,000) is appropriated from the New Mexico irrigation works construction fund to the office of the state engineer for expenditure in fiscal year 1999 to make improvements to the ditch lining of the irrigation system, including extending or installing irrigation pipe as needed, at the Bluewater-Toltec irrigation district in Cibola county. C. Any unexpended or unencumbered balance remaining at the end of fiscal year 1999 shall revert to the irrigation works construction fund. Section 35. STATE LANDS MAINTENANCE FUND.--Four hundred sixty-seven thousand dollars ($467,000) is appropriated from the state lands maintenance fund to the state land office for expenditure in fiscal year 1999 for renovations, repairs, modifications and improvements at the state land office building in Santa Fe in Santa Fe county. Any unexpended or unencumbered balance remaining at the end of fiscal year 1999 shall revert to the state lands maintenance fund. Section 36. STATE ROAD FUND BALANCES.-- A. The following amounts are appropriated from the state road fund to the state highway and transportation department for expenditure in fiscal years 1998 through 2002 for engineering, design, environmental assessments and construction of the following projects: (1) two million dollars ($2,000,000) for United States highway 54 from Carrizozo in Lincoln county to Santa Rosa in Guadalupe county; (2) one million five hundred thousand dollars ($1,500,000) for Parjarito road in Bernalillo county; and (3) one million dollars ($1,000,000) for the Taos relief route in Taos county. B. Eighty-seven thousand dollars ($87,000) is appropriated from the state road fund to the state highway and transportation department for expenditure in fiscal years 1998 and 1999 to purchase the former department of game and fish building in Raton in Colfax county to use as a project office. C. The department may expend an appropriation on all or a portion of the described purpose. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the state road fund.". 89. On page 76, between lines 17 and 18, insert the following new sections: "Section 58. HISPANIC CULTURAL CENTER IN BERNALILLO COUNTY--EXTENDING EXPENDITURE PERIOD FOR CERTAIN APPROPRIATIONS.--The period of time in which the following appropriations to the office of cultural affairs for expenditure for the Hispanic cultural center may be expended shall be extended through fiscal year 2001: Laws 1994, Chapter 148, Section 76; Subsection A of Section 8 of Chapter 222 of Laws 1995; Subsection D of Section 22 of Chapter 222 of Laws 1995; Paragraph (9) of Subsection A of Section 23 of Chapter 14 of Laws 1996; and Subsection K of Section 3 of Chapter 147 of Laws 1994, as extended pursuant to Laws 1997, Chapter 29. Section 59. ELEPHANT BUTTE MUNICIPAL BUILDING IN SIERRA COUNTY--CHANGING PURPOSE AND EXTENDING THE EXPENDITURE PERIOD.-- The proceeds of the severance tax bond appropriation made pursuant to Subsection UUU of Section 9 of Chapter 148 of Laws 1994 for a municipal park in Las Cruces shall not be expended for that original purpose but is reauthorized and appropriated to the local government division of the department of finance and administration for acquiring, constructing and equipping a municipal office building, including land acquisition, in Elephant Butte in Sierra county. The period of time for expenditure of this appropriation shall be extended through fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the severance tax bonding fund. Section 60. RIATA RAILROAD CROSSING IN OTERO COUNTY-- REAUTHORIZATION--CHANGING PURPOSE OF A SEVERANCE TAX BOND APPROPRIATION FOR RIATA ROAD IN OTERO COUNTY.--The balance of the proceeds from the sale of severance tax bonds appropriated to the state highway and transportation department pursuant to Subsection M of Section 8 of Chapter 4 of Laws 1996 (S.S.) for the purpose of designing or constructing a new road connecting Riata road to United States highway 54/70 or for installing a railroad crossing on the new road in Otero county shall not be expended for its original purpose but is reauthorized and appropriated to the state highway and transportation department for the purpose of installing lights, gates, belts and making other improvements to an existing crossing named Riata railroad crossing on Riata road located one mile south of Tularosa in Otero county. Section 61. RUIDOSO YOUTH COMPLEX IN LINCOLN COUNTY-- EXPANDING PURPOSE AND EXTENDING THE EXPENDITURE PERIOD OF A GENERAL FUND APPROPRIATION.--The balance of the general fund appropriation made pursuant to Subsection LL of Section 21 of Chapter 4 of Laws 1996 (S.S.) for a youth center in Ruidoso is appropriated to the local government division of the department of finance and administration and may be expended to design and construct a youth center complex in Ruidoso, including fields, restrooms, concession stands, a recreation center, an aquatic center and other facilities related to the project in Lincoln county. The period of time for expenditure shall be extended through fiscal year 1999. Any unexpended or unencumbered balance remaining at the end of fiscal year 1999 shall revert to the general fund. Section 62. EL CERRO MISSION MULTIPURPOSE CENTER IN VALENCIA COUNTY--REAUTHORIZATION--EXTENDING THE CERTIFICATION PERIOD.--The period of time in which the local government division of the department of finance and administration has to certify the need for the issuance of severance tax bonds to complete the project pursuant to Subsection TT of Section 5 of Chapter 4 of Laws 1996 (S.S.) to design, construct or equip a multipurpose community center at El Cerro mission in Valencia county shall be extended to the end of fiscal year 1999. Section 63. GRANTS MULTIPURPOSE RECREATIONAL FACILITY IN CIBOLA COUNTY--EXPANDING PURPOSE OF A GENERAL FUND APPROPRIATION.--The balance of the general fund appropriation made pursuant to Subsection RRRR of Section 24 of Chapter 222 of Laws 1995 to plan and design a multipurpose recreational facility is appropriated to the local government division of the department of finance and administration and may be expended to construct, equip and furnish a multipurpose recreational facility in Grants in Cibola county. Section 64. CERRO COMMUNITY WELL IN TAOS COUNTY-- REAUTHORIZATION--EXPANDING PURPOSE.--The balance of the proceeds from the sale of severance tax bonds appropriated to the department of environment pursuant to Subsection FF of Section 6 of Chapter 4 of Laws 1996 (S.S.) to make improvements to the community well in Cerro shall not be expended for its original purpose but is reauthorized and appropriated to the department of environment to make improvements to the west community well system in Cerro located in Taos county. Section 65. NEW MEXICO OFFICE OF INDIAN AFFAIRS PROJECTS-- REAUTHORIZING SEVERANCE TAX BOND APPROPRIATIONS--REAPPROPRIATING GENERAL FUND--CHANGING PURPOSES--EXTENDING EXPENDITURE PERIODS.-- A. The period of time in which the appropriations to the state agency on aging from Subsection J of Section 2 and to the New Mexico office of Indian affairs from Subsection K of Section 16 of Chapter 367 of Laws 1993 may be expended is extended through fiscal year 2001. B. Notwithstanding the provisions of Subsection B, C or D of Section 1 of Chapter 148 of Laws 1994, the period of time in which the following appropriations to the following agencies may be expended is extended through fiscal year 2001: (1) to the state agency on aging, Subsections B and Z of Section 4 of Chapter 148 of Laws 1994; (2) to the department of environment, Subsection Q of Section 10 of Chapter 148 of Laws 1994; (3) to the New Mexico office of Indian affairs, Subsections A, O, T and Y of Section 16 of Chapter 148 of Laws 1994; and (4) to the commission on higher education, Laws 1994, Chapter 148, Section 31. C. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection Z of Section 16 of Chapter 148 of Laws 1994 to acquire, construct or equip a cafeteria for special needs students in Shiprock shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of planning, designing, constructing, equipping or furnishing a cafeteria for students with special needs in Shiprock in San Juan county. The period of time in which this appropriation may be expended shall be extended through fiscal year 2001. D. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection AA of Section 16 of Chapter 148 of Laws 1994 to acquire a facilities operations building for special needs students in Shiprock shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of planning, designing, constructing, equipping or furnishing a cafeteria for students with special needs in Shiprock in San Juan county. The period of time in which this appropriation may be expended shall be extended through fiscal year 2001. E. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection M of Section 4 of Chapter 148 of Laws 1994 to design, plan, engineer and construct a senior citizen center in Mexican Springs shall not be expended for its original purpose but is reauthorized and appropriated to the state agency on aging for the purpose of planning, designing, constructing, equipping or furnishing a senior citizen center in Mexican Springs in McKinley county. The period of time in which this appropriation may be expended shall be extended through fiscal year 2001. F. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the state agency on aging pursuant to Subsection P of Section 4 of Chapter 148 of Laws 1994 to design, plan, construct and equip a senior citizen center in Pinedale shall not be expended for its original purpose but is reauthorized and appropriated to the state agency on aging for the purpose of planning, designing, developing infrastructure, constructing, equipping or furnishing a senior citizen center in Pinedale in McKinley county. The period of time in which this appropriation may be expended shall be extended through fiscal year 2001. G. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection W of Section 16 of Chapter 148 of Laws 1994 to prepare the site and pave a parking lot at Tsa-Ya-Toh shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of preparing the site or paving a parking lot at the Tsa-Ya-Toh chapter house in McKinley county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. H. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection X of Section 16 of Chapter 148 of Laws 1994 to plan, design, construct and equip a headstart in Rock Springs shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of planning, designing, constructing, equipping or furnishing a multipurpose center or headstart in Rock Springs located in McKinley county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. I. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the general fund appropriation to the New Mexico office of Indian affairs pursuant to Subsection V of Section 28 of Chapter 224 of Laws 1995 to renovate and equip a headstart facility in Chichiltah shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of renovating or equipping a headstart facility in Chichiltah in McKinley county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. J. Notwithstanding any other provisions of Laws 1994, Chapter 147, Section 6, the general fund appropriation to the New Mexico office of Indian affairs pursuant to Subsection MMMM of that section to construct a sewer lagoon in Tsa-Ya-Toh shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of an electrification project in the community of Tsa- Ya-Toh in McKinley county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. | |K. Notwithstanding the provisions of Subsections B, C and D of Section 1 of Chapter 148 of Laws 1994, the balance of the proceeds from the sale of severance tax bonds appropriated to the New Mexico office of Indian affairs pursuant to Subsection Q of Section 16 of Chapter 148 of Laws 1994 to purchase, transport, install and equip a modular building for a headstart facility in Lake Valley in McKinley county, in which the certification and issuance of the bonds is contingent upon at least half of the amount of money being made available to the project from nonstate sources, shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for the purpose of purchasing, transporting, installing, developing infrastructure, site preparation, equipping or furnishing a headstart facility in Lake Valley in McKinley county, with no contingency for certification or expenditure. The time in which this appropriation may be expended shall be extended through fiscal year 2001. L. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the general fund appropriation to the New Mexico office of Indian affairs pursuant to Subsection M of Section 28 of Chapter 222 of Laws 1995 to design and construct water and waste water systems in Red Rock shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for planning or designing a water or waste water system in Red Rock in McKinley county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. | |M. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the general fund appropriation to the state agency on aging pursuant to Subsection N of Section 21 of Chapter 222 of Laws 1995 to design, construct, including infrastructure, and equip a senior citizen center in Shiprock shall not be expended for its original purpose but is reauthorized and appropriated to the state agency on aging for planning, designing, site preparation, extending infrastructure, equipping or furnishing a senior center in Shiprock in San Juan county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. N. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the general fund appropriation to the state agency on aging pursuant to Subsection O of Section 21 of Chapter 222 of Laws 1995 to design, construct and equip a senior citizen center in Sanostee shall not be expended for its original purpose but is reauthorized and appropriated to the state agency on aging for planning, designing, site preparation, extending infrastructure, equipping or furnishing a senior center in Sanostee in San Juan county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. O. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the general fund appropriation to the New Mexico office of Indian affairs pursuant to Subsection F of Section 28 of Chapter 222 of Laws 1995 for designing, preconstructing, constructing or equipping phase 2 of a multipurpose center in Huerfano shall not be expended for its original purpose but is reauthorized and appropriated to the New Mexico office of Indian affairs for designing, preconstructing, constructing, furnishing or equipping phase 1 of a multipurpose center in Huerfano in San Juan county. The time in which this appropriation may be expended shall be extended through fiscal year 2001. P. Notwithstanding the provisions of Subsections C and D of Section 1 of Chapter 4 of Laws 1996, the period of time in which the following appropriations to the following agencies may be certified or expended is extended through fiscal year 2001: (1) to the state agency on aging, Subsections L, T and U of Section 2 of Chapter 4 of Laws 1996 (S.S.); (2) to the New Mexico office of Indian affairs, Subsections D and I of Section 32 of Chapter 4 of Laws 1996 (S.S.); (3) to the department of environment, Subsections H and M of Section 33 of Chapter 4 of Laws 1996 (S.S.); and (4) to the state highway and transportation department, Subsections B and K of Section 34 of Chapter 4 of Laws 1996 (S.S.). Q. Notwithstanding the provisions of Subsection A of Section 49 of Chapter 148 of Laws 1994, the period of time in which the appropriations to the New Mexico office of Indian affairs in Paragraphs (3), (6), (7), (8), (9) and (10) of Subsection D of Section 49 of Chapter 148 of Laws 1994 may be expended is extended through fiscal year 2001. | |R. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the period of time in which the appropriations made to the local government division of the department of finance and administration in Subsection PP of Section 24 of Chapter 222 of Laws 1995 may be expended is extended through fiscal year 2001. S. Notwithstanding the provisions of Laws 1995, Chapter 222, Section 20, the period of time in which the appropriations made to the New Mexico office of Indian affairs in Subsections E, J, T, W, AA, BB, CC and DD of Section 28 of Chapter 222 of Laws 1995 may be expended is extended through fiscal year 2001. T. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 from the proceeds of the severance tax bonds shall revert to the severance tax bonding fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 from a general fund appropriation shall revert to the general fund. Section 66. BECENTI HEAD START BUILDING IN MCKINLEY COUNTY--CHANGING THE PURPOSE OF GENERAL FUND APPROPRIATIONS.-- The balance of the general fund appropriations made pursuant to Paragraph (5) of Subsection D of Section 49 of Chapter 148 of Laws 1994 and pursuant to Subsection Z of Section 49 of Chapter 148 of Laws 1994 to purchase, transport, install or equip a head start modular building in Becenti shall not be expended for that purpose but is reappropriated to the New Mexico office of Indian affairs to construct a head start building in Becenti in McKinley county. Section 67. LEA COUNTY ROADS--REAUTHORIZATION.--The authorization for the issuance of severance tax bonds for the state highway and transportation department to make street repairs in Clovis and Portales pursuant to Subsections GGG and HHH of Section 11 of Chapter 7 of Laws 1998 is void. Upon certification by the state highway and transportation department, four hundred thousand dollars ($400,000) is appropriated to the department for improvements to Lea county roads. Section 68. LOVINGTON MULTIPURPOSE BUILDING--EXPANSION OF PURPOSE.--The reauthorization for the issuance of severance tax bonds and reappropriation of general fund appropriations to the local government division of the department of finance and administration for a multipurpose building in Lovington in Lea county in Laws 1998, Chapter 7, Sections 55 through 57 may be expended to purchase a building as well as for the purposes specified in those sections. Section 69. SEVERANCE TAX BONDS--STATE DEPARTMENT OF PUBLIC EDUCATION--EXPANSION OF PURPOSE--APPROPRIATION.--The purpose of the appropriation of severance tax bond proceeds to the state department of public education for Pojoaque high school in Santa Fe county pursuant to Subsection HH of Section 13 of Chapter 7 of Laws 1998 shall be expanded, and the proceeds are appropriated to include making any improvements to the Pojoaque valley schools in Santa Fe county.". 90.
