AN ACT
RELATING TO CAPITAL EXPENDITURES; AUTHORIZING THE ISSUANCE OF
SEVERANCE TAX BONDS; REAUTHORIZING UNEXPENDED OR UNENCUMBERED
BALANCES; CHANGING AGENCIES AND PURPOSES OF CERTAIN BOND
AUTHORIZATIONS AND FUND APPROPRIATIONS; EXTENDING EXPENDITURE
PERIODS; AUTHORIZING EXPENDITURES; MAKING APPROPRIATIONS;
DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. SEVERANCE TAX BONDS--AUTHORIZATIONS--
APPROPRIATION OF PROCEEDS.--
A. The state board of finance may issue and sell
severance tax bonds in compliance with the Severance Tax
Bonding Act in an amount not to exceed the total of the
amounts authorized for purposes specified in this act. The
state board of finance shall schedule the issuance and sale of
the bonds in the most expeditious and economical manner
possible upon a finding by the board that the project has been
developed sufficiently to justify the issuance and that the
project can proceed to contract within a reasonable time. The
state board of finance shall further take the appropriate
steps necessary to comply with the Internal Revenue Code of
1986, as amended. Proceeds from the sale of the bonds are
appropriated for the purposes specified in this act.
B. The agencies named in this act shall certify to

the state board of finance when the money from the proceeds of
the severance tax bonds authorized in this section is needed
for the purposes specified in the applicable section of this
act.
C. If the specified agency has not certified the
need for the issuance of the bonds by the end of fiscal year
2000, the authorization provided in this act shall be void.
D. Unless otherwise specified in this act, any
unexpended or unencumbered balance remaining from the proceeds
of severance tax bonds issued pursuant to this act at the end
of fiscal year 2002 shall revert to the severance tax bonding
fund.
Section 2. STATE AGENCY ON AGING--PURPOSES.--Pursuant
to the provisions of Section 1 of this act, upon certification
by the state agency on aging that the need exists for the
issuance of the bonds, the following amounts are appropriated
to the state agency on aging for the following purposes:
A. one hundred seventy-five thousand dollars
($175,000) to construct new activity rooms at the Deming-Luna
senior citizen center in Luna county;
B. two hundred twenty-five thousand dollars
($225,000) to plan, design or construct a senior citizen
center in Mexican Springs in McKinley county;
C. eighty-four thousand dollars ($84,000) for an
addition at the Nageezi senior center in McKinley county;

D. fifty thousand dollars ($50,000) to plan,
design, construct and equip a senior citizen center in the
community of Truchas in Rio Arriba county;
E. eight thousand eight hundred dollars ($8,800)
to renovate and make improvements to the Floyd senior citizen
center in Roosevelt county;
F. twenty-five thousand dollars ($25,000) to
complete the addition at the senior citizen center and for
purchase of equipment and furnishings in Two Grey Hills in San
Juan county;
G. fifty thousand dollars ($50,000) for phase one
construction of the Jemez pueblo elderly center in Sandoval
county;
H. one hundred seventy-five thousand dollars
($175,000) to repair, renovate or remodel the senior citizen
center in Truth or Consequences in Sierra county;
I. fifty thousand dollars ($50,000) for senate
district 10 senior citizen center improvements;
J. fifty-nine thousand two hundred dollars
($59,200) for asphalt paving and chain link fencing at the San
Miguel del Vado senior citizen center in Las Vegas in San
Miguel county;
K. one hundred thousand dollars ($100,000) to
construct, equip and furnish the Zuni senior citizen center in
McKinley county;

L. twenty thousand dollars ($20,000) for
recreational equipment at Los Abuelitos senior center in
Portales in Roosevelt county;
M. one hundred thirty-two thousand dollars
($132,000) to plan, design, remodel and equip the kitchen and
storage area in the San Jose senior center in San Jose in Eddy
county;
N. forty-five thousand dollars ($45,000) to
improve the Eagle Nest senior citizen center in Colfax county;
O. forty-eight thousand dollars ($48,000) to
purchase vehicles for the Dora senior center in Roosevelt
county;
P. seventy thousand dollars ($70,000) to plan,
design, construct and equip a senior citizen center in Twin
Lakes in McKinley county;
Q. seventy-five thousand dollars ($75,000) to
construct a senior center in Newcomb in San Juan county;
R. fifty thousand dollars ($50,000) to complete
and expand the Huerfano senior center; provided that the
certification and issuance of bonds is contingent upon the
Navajo Nation providing an equal or greater match for this
project from sources other than the state;
S. fifty thousand dollars ($50,000) to plan,
design and construct a southeast heights area senior citizen
center in Bernalillo county;

T. seventy-five thousand dollars ($75,000) for the
renovation of a senior center in Santa Clara pueblo in Rio
Arriba county; and
U. eighty thousand dollars ($80,000) to plan and
design a senior center in Ojo Encino in McKinley county.
Section 3. STATE ARMORY BOARD--PURPOSE.--Pursuant to
the provisions of Section 1 of this act, upon certification by
the state armory board that the need exists for the issuance
of the bonds, one million fifty thousand dollars ($1,050,000)
is appropriated to the state armory board to construct an
armory near Taos in Taos county.
Section 4. OFFICE OF CULTURAL AFFAIRS--PURPOSES.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the office of cultural affairs that the need
exists for the issuance of the bonds, the following amounts
are appropriated to the office of cultural affairs for the
following purposes:
A. five hundred thousand dollars ($500,000) for
additions to and remodeling of the museum of natural history,
including relocation and expansion of the theater, a new
ticketing pavilion, exterior improvements and completion of
permanent exhibition halls, in Albuquerque in Bernalillo
county;
B. one million dollars ($1,000,000) for
installation of permanent exhibits and an automated ticketing

system at the New Mexico farm and ranch heritage museum in
Dona Ana county;
C. five hundred thousand dollars ($500,000) for
renovation and improvements at the New Mexico museum of
natural history and science and the museum annex located in
Bernalillo county;
D. one hundred thirty-five thousand dollars
($135,000) to purchase a bookmobile to be based in Tucumcari
located in Quay county;
E. one hundred thousand dollars ($100,000) to plan
an addition to and provide for the preservation of the Fort
Selden ruins and to procure exhibits honoring the Buffalo
soldiers in Dona Ana county;
F. one hundred fifty thousand dollars ($150,000)
for reroofing the Clyde Tombaugh space theater and planetarium
in Alamogordo in Otero county;
G. four hundred thousand dollars ($400,000) for
the planning phase for a history museum in Santa Fe county;
H. fifty thousand dollars ($50,000) to plan,
design and renovate the museo cultural in Santa Fe in Santa Fe
county;
I. eight hundred thousand dollars ($800,000) for
additions to and remodeling of the New Mexico museum of
natural history and science, including relocation and
expansion of the theater, a new ticketing pavilion, exterior

improvements and completion of permanent exhibition halls, in
Albuquerque in Bernalillo county;
J. one hundred thousand dollars ($100,000) for
completing the renovation of the Branigan museum of fine art
in Las Cruces in Dona Ana county; and
K. fifty thousand dollars ($50,000) to construct,
renovate and make improvements to the New Mexico museum of
natural history and science annex building in Albuquerque in
Bernalillo county.
Section 5. CUMBRES AND TOLTEC SCENIC RAILROAD
COMMISSION--PURPOSES.--Pursuant to the provisions of Section 1
of this act, upon certification by the Cumbres and Toltec
scenic railroad commission that the need exists for the
issuance of the bonds, the following amounts are appropriated
to the Cumbres and Toltec scenic railroad commission for the
following purposes:
A. eight thousand one hundred dollars ($8,100) to
renovate, in order to comply with the requirements of the
Americans with Disabilities Act of 1990, the Antonito depot of
the Cumbres and Toltec scenic railroad;
B. forty-eight thousand six hundred dollars
($48,600) to renovate, in order to comply with the
requirements of the Americans with Disabilities Act of 1990,
the Chama engine house at the Cumbres and Toltec scenic
railroad in Rio Arriba county;

C. eleven thousand six hundred dollars ($11,600)
to renovate, in order to comply with the requirements of the
Americans with Disabilities Act of 1990, the Osier facility at
the Cumbres and Toltec scenic railroad;
D. fifty-six thousand dollars ($56,000) to
construct an addition and other improvements to the car shop
and engine house at the Cumbres and Toltec scenic railroad in
Rio Arriba county in order to comply with the Americans with
Disabilities Act of 1990; and
E. fifteen thousand four hundred dollars ($15,400)
to renovate, in order to comply with the requirements of the
Americans with Disabilities Act of 1990, the commission office
of the Cumbres and Toltec scenic railroad in Rio Arriba
county.
Section 6. OFFICE OF THE STATE ENGINEER--PURPOSES.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the office of the state engineer that the
need exists for the issuance of the bonds, the following
amounts are appropriated to the office of the state engineer
for the following purposes:
A. one hundred thousand dollars ($100,000) for a
water modeling project for the Eldorado water and sanitation
district in Santa Fe county;
B. fifty thousand dollars ($50,000) for repairs
and improvements in the Antelope Valley irrigation district in

Colfax county;
C. one million seven hundred fifty thousand
dollars ($1,750,000) to develop a state water plan and provide
regional planning grants throughout the state; and
D. ten thousand dollars ($10,000) for dam and
irrigation improvements to the east Puerto de Luna ditch in
Guadalupe county.
Section 7. INTERSTATE STREAM COMMISSION--PURPOSE.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the interstate stream commission that the
need exists for the issuance of the bonds, five thousand
dollars ($5,000) is appropriated to the interstate stream
commission to repair the river bank about one hundred yards
upstream from the San Miguel community dam in San Miguel
county.
Section 8. ENERGY, MINERALS AND NATURAL RESOURCES
DEPARTMENT--PURPOSE.--Pursuant to the provisions of Section 1
of this act, upon certification by the energy, minerals and
natural resources department that the need exists for the
issuance of the bonds, five hundred thousand dollars
($500,000) is appropriated to the energy, minerals and natural
resources department to renovate and provide storage
facilities at forestry headquarters and other facilities
located throughout the state.
Section 9. DEPARTMENT OF ENVIRONMENT--PURPOSES.--

Pursuant to the provisions of Section 1 of this act, upon
certification by the department of environment that the need
exists for the issuance of the bonds, the following amounts
are appropriated to the department of environment for the
following purposes:
A. forty-three thousand dollars ($43,000) for
water system improvements in Los Ranchos de Albuquerque in
Bernalillo county;
B. three hundred thousand dollars ($300,000) to
continue construction of sewer projects in the north valley
area of Bernalillo county. The certification and issuance of
bonds is contingent upon the city of Albuquerque, Bernalillo
county and the village of Los Ranchos de Albuquerque entering
into an agreement regarding planning, designing and
constructing sewer collection and treatment facilities in the
north valley area of Bernalillo county;
C. fifty thousand dollars ($50,000) for phase two
of a water and wastewater improvement, expansion and
replacement project in Angel Fire in Colfax county;
D. fifty thousand dollars ($50,000) for water and
sewer infrastructure improvement projects in Maxwell in Colfax
county;
E. sixty thousand dollars ($60,000) to design,
inspect and construct water system improvements in the
Mountain View community of southern Dona Ana county;

F. forty thousand dollars ($40,000) to construct
an extension of a water line to serve residents of Watson lane
in Dona Ana county;
G. one hundred thousand dollars ($100,000) to
plan, design, construct and equip the phase two wastewater
effluent reuse facility in Carlsbad in Eddy county;
H. twenty-five thousand dollars ($25,000) to
complete phases two and three improvements to the Malaga
community domestic water system in Eddy county;
I. one hundred thousand dollars ($100,000) to
improve the Lone Mountain and Twin Sisters wellfields in Santa
Clara in Grant county;
J. one hundred thousand dollars ($100,000) for an
eastside wastewater facility replacement and improvement
project in Santa Rosa in Guadalupe county;
K. one hundred thousand dollars ($100,000) to
expand the Milan sewer system in Cibola county;
L. one hundred thousand dollars ($100,000) to
improve the water and sanitation sewer disposal system in
Thoreau in McKinley county;
M. twenty-five thousand dollars ($25,000) for
water line extensions, meters, a well house and an office and
storage building for the Buena Vista mutual water consumers
association in Mora county;
N. twenty-five thousand dollars ($25,000) to plan,

design and construct lagoons and install sewer extensions in
Abiquiu in Rio Arriba county;
O. twenty-five thousand dollars ($25,000) for
renovating, expanding and upgrading the Velarde mutual
domestic water users association water system in Rio Arriba
county;
P. twenty-five thousand dollars ($25,000) for
phase three of the construction and improvement of the Agua
Sana regional water system in Rio Arriba county;
Q. twenty-five thousand dollars ($25,000) for
improvements to the Canjilon water system in Rio Arriba
county;
R. twenty-five thousand dollars ($25,000) to
extend and replace water lines and to design, construct,
install and equip improvements to the water system of the
Cebolla mutual domestic water consumers association in Rio
Arriba county;
S. twenty-five thousand dollars ($25,000) to
upgrade the water system in Regina located in Sandoval county,
including expanding the storage and distribution system;
T. twenty-five thousand dollars ($25,000) to
upgrade and repair the Ensenada community water system in Rio
Arriba county;
U. twenty-five thousand dollars ($25,000) to
complete community water system repairs in Gallina in Rio

Arriba county;
V. one hundred thousand dollars ($100,000) for the
planning, designing and installing of a wastewater treatment
facility in Jemez Springs in Sandoval county;
W. fifty thousand dollars ($50,000) to design,
construct and equip improvements to, and purchase water rights
for, the water system of the Ponderosa mutual domestic water
consumers association in Sandoval county;
X. one hundred seventy-five thousand dollars
($175,000) for planning, designing and constructing of
replacement and improvements to the water distribution system,
including individual home metering, in the Rancho West mobile
home association in Rio Rancho in Sandoval county;
Y. twenty-five thousand dollars ($25,000) to plan
and design a sewer system for San Ysidro in Sandoval county;
Z. fifty thousand dollars ($50,000) to purchase
and install a water storage tank and appurtenances in the El
Prado water and sanitation district in Taos county;
AA. twenty-five thousand dollars ($25,000) to
plan, design and install a community water system in El Rito
in Taos county;
BB. two hundred thousand dollars ($200,000) for
land acquisition, well development, a water delivery system
and a storage tank in Estancia in Torrance county;
CC. one hundred thousand dollars ($100,000) to

design, construct and inspect water system improvements in
Clayton in Union county;
DD. one hundred thousand dollars ($100,000) for
improvements to the Hagerman water system in Chaves county;
EE. fifty thousand dollars ($50,000) to construct
the Kinneybrick sanitary sewer line in Albuquerque in
Bernalillo county;
FF. five hundred thousand dollars ($500,000) to
design, construct and inspect water system improvements for
Nambe pueblo in Santa Fe county;
GG. ten thousand dollars ($10,000) for water
system improvements for Los Sisneros water association in
Guadalupe county;
HH. fifty thousand dollars ($50,000) for water
system improvements for Table Top water association in
Guadalupe county;
II. twenty-five thousand dollars ($25,000) for
water and sewer system improvements in Vaughn in Guadalupe
county;
JJ. ten thousand dollars ($10,000) to improve the
water system for La Loma water users' association in Guadalupe
county;
KK. fifty thousand dollars ($50,000) for water
system improvements in Fort Sumner in De Baca county;
LL. fifty thousand dollars ($50,000) for water

MM. thirty thousand dollars ($30,000) for water
line extensions in Ruidoso Downs in Lincoln county;

the west community well system in Cerro in Taos county;
PP. thirty thousand dollars ($30,000) to purchase
a holding tank and expand the Chacon Agua Pura mutual water
association water system in Taos county;
QQ. ten thousand dollars ($10,000) to design,
construct and inspect water and sewer system improvements in
Wagon Mound in Mora county;
RR. one hundred thousand dollars ($100,000) for
water line replacements and sewer line improvements in
Tularosa in Otero county;
SS. one hundred thousand dollars ($100,000) for
sewer systems and hookups in the Dietz Farms area of the north
valley of Albuquerque in Bernalillo county;
TT. one hundred thousand dollars ($100,000) to
make improvements to the San Rafael sanitary and sewer water
system in Cibola county;
UU. one hundred thousand dollars ($100,000) to
make improvements to the San Mateo sanitary and sewer water
system located in Cibola county;

VV. one hundred eighty thousand dollars ($180,000)
for sewer hookups to the Dona Ana wastewater project or to
purchase wastewater treatment capacity from Las Cruces
wastewater treatment plant to treat the wastewater produced by
Dona Ana in Dona Ana county;
WW. thirty-five thousand dollars ($35,000) to
design, construct and inspect water system improvements from
the Las Lagunitas subdivision to the end of Paseo C de Baca in
Santa Fe county;
XX. one hundred thousand dollars ($100,000) for
water system upgrades and to replace water lines in Hagerman
in Chaves county;
YY. fifty thousand dollars ($50,000) to acquire
rights of way and plan, design and construct a water line from
Camp Oro Grande to Oro Grande in Otero county;
ZZ. twenty-five thousand dollars ($25,000) to
install storage tanks, pipes and fittings, pump house and
electric and engineering services for the Malaga water users'
cooperative in Eddy county;
AAA. fifty thousand dollars ($50,000) to design,
construct and inspect water and sewer system improvements in
Springer in Colfax county;
BBB. fifty thousand dollars ($50,000) to design,
construct and inspect water and sewer system improvements in
Cimmaron in Colfax county;

CCC. fifty thousand dollars ($50,000) to design,
construct and inspect water system improvements in Clayton in
Union county;
DDD. twenty-five thousand dollars ($25,000) to
design, construct and inspect water and sewer system
improvements in Eagle Nest in Colfax county;
EEE. fifty thousand dollars ($50,000) to design,
construct and inspect water and sewer system improvements in
Angel Fire in Colfax county;
FFF. twenty-five thousand dollars ($25,000) to
design, construct and inspect water system improvements in
Maxwell in Colfax county;
GGG. seventy thousand dollars ($70,000) to make
improvements to the sewer main for the Anthony water and
sanitation district in Dona Ana county;
HHH. two hundred fifty thousand dollars ($250,000)
to design, construct and install a fluoride treatment facility
for the Espanola city water system in Rio Arriba county;
III. thirty thousand dollars ($30,000) for the
purchase and installation of a community well and new lines
for the water system in Vallecitos in Rio Arriba county;
JJJ. thirty thousand dollars ($30,000) for the
purchase of a new water tank and the installation of new water
lines in Canones in Rio Arriba county;
KKK. thirty thousand dollars ($30,000) for the

purchase of a water tank in Los Brazos in Rio Arriba county;
LLL. thirty thousand dollars ($30,000) to upgrade
a water system in Los Ojos in Rio Arriba county;
MMM. thirty thousand dollars ($30,000) to design,
construct and inspect the Abiquiu mutual domestic water and
sewer association's wastewater facility in Rio Arriba county;
NNN. one hundred thousand dollars ($100,000) to
extend water lines in the Camino Carlos Rael area in Santa Fe
county;
OOO. thirty thousand dollars ($30,000) to provide
state matching funds for federal programs to construct
wastewater projects for rural communities throughout the
state, and this appropriation shall not revert; and
PPP. one million five hundred thousand dollars
($1,500,000) to carry out the purposes of the Wastewater
Facility Construction Loan Act.
Section 10. STATE FAIR COMMISSION--PURPOSES.--Pursuant
to the provisions of Section 1 of this act, upon certification
by the state fair commission that the need exists for the
issuance of the bonds, the following amounts are appropriated
to the state fair commission for the following purposes:
A. one million dollars ($1,000,000) for site
drainage improvements at the New Mexico state fairgrounds in
Bernalillo county; and
B. eight hundred thousand dollars ($800,000) for

renovations and improvements to various facilities located at
the New Mexico state fairgrounds in Bernalillo county.
Section 11. DEPARTMENT OF FINANCE AND ADMINISTRATION--
PURPOSES.--Pursuant to the provisions of Section 1 of this
act, upon certification by the local government division of
the department of finance and administration that the need
exists for the issuance of the bonds, the following amounts
are appropriated to the local government division of the
department of finance and administration for the following
purposes:
A. ten thousand dollars ($10,000) to purchase
computers and other equipment for the county of Bernalillo to
use for an organization located in the southeast area of
Albuquerque that provides residential community-based
reintegration services for criminal offenders who are making a
transition back into society;
B. two hundred thousand dollars ($200,000) to
design and construct Alamosa center park in Albuquerque in
Bernalillo county;
C. two hundred thousand dollars ($200,000) to
renovate the Arroyo del Oso park in Albuquerque in Bernalillo
county;
D. fifty thousand dollars ($50,000) to design and
construct improvements at the Alameda little league complex at
the balloon fiesta park in Albuquerque in Bernalillo county;

E. three hundred thousand dollars ($300,000) to
acquire, develop and construct improvements to a three-acre
Bel Air area park on Phoenix in Albuquerque in Bernalillo
county;
F. seventy-five thousand dollars ($75,000) to
continue construction of a preschool at the Dennis Chavez
community center in Albuquerque in Bernalillo county;
G. one hundred seventy-five thousand dollars
($175,000) to construct storage, restroom, concession and
security observation facilities at the athletic fields in the
East Mountain area of Bernalillo county;
H. twenty-five thousand dollars ($25,000) to
acquire computer hardware and software for the Alameda
community center in Bernalillo county;
I. fifty thousand dollars ($50,000) to design and
develop the east Atrisco park in Albuquerque in Bernalillo
county;
J. three hundred thousand dollars ($300,000) to
acquire land for, plan, renovate or construct Bataan park in
Albuquerque in Bernalillo county;
K. two hundred thousand dollars ($200,000) to
complete the master plan improvements to the site and the
interior, equip and furnish the holiday shelter center in
Albuquerque in Bernalillo county;
L. one hundred thousand dollars ($100,000) to

complete construction of a gymnasium at the Kinney Brick
community center in Albuquerque in Bernalillo county;
M. seventy-five thousand dollars ($75,000) for
phase one planning, designing and construction of a
multipurpose service center in the Atrisco-Five Points area of
the south valley in Bernalillo county;
N. one hundred thousand dollars ($100,000) to
design and renovate Kiva park in Albuquerque in Bernalillo
county;
O. fifty thousand dollars ($50,000) to acquire
land for baseball fields in or near Paradise Hills in
Bernalillo county;
P. fifty thousand dollars ($50,000) to plan,
design, develop and make improvements, including site
preparation, to Parkway park located south of Ladera boulevard
and west of Unser boulevard in Albuquerque in Bernalillo
county;
Q. fifty thousand dollars ($50,000) to plan,
design, develop and make improvements, including site
preparation, to Park West located north of Ladera boulevard
and west of Unser boulevard in Albuquerque in Bernalillo
county;
R. one hundred fifty thousand dollars ($150,000)
to plan, design, construct and equip a dental clinic that
provides dental services to low-income families in Albuquerque

in Bernalillo county;
S. fifty thousand dollars ($50,000) to design,
construct and purchase equipment for a play area and for
landscaping in Los Tomases park in Bernalillo county;
T. twenty-five thousand dollars ($25,000) to
construct a sidewalk at Westgate little league fields to
create a walking space for students of Mary Ann Binford
elementary school and to comply with Americans with

that the need exists for the issuance of the bonds, the
following amounts are appropriated to the taxation and revenue
department for the following purposes:
A. two hundred fifty thousand dollars ($250,000)
for data capture and retrieval equipment at the taxation and

purchase a mail inserter at the taxation and revenue

Section 21. EASTERN NEW MEXICO UNIVERSITY--PURPOSE.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the board of regents of eastern New Mexico
university that the need exists for the issuance of the bonds,
two hundred thousand dollars ($200,000) is appropriated to the
board of regents of eastern New Mexico university to plan,
design, construct, remodel and equip, including classrooms and
purchase of necessary vehicles, tools and equipment, a
facility to house the university's truck driving school as a
joint project with the city of Artesia in Eddy county.
Section 22. ALBUQUERQUE TECHNICAL-VOCATIONAL
INSTITUTE--PURPOSE.--Pursuant to the provisions of Section 1
of this act, upon certification by the governing board of
Albuquerque technical-vocational institute that the need
exists for the issuance of the bonds, the following amounts
are appropriated to the governing board of Albuquerque
technical-vocational institute for the following purposes:
A. one million dollars ($1,000,000) to design,

remodel, furnish and equip a work force development center for
the Albuquerque technical-vocational institute located in
Bernalillo county; and
B. two hundred thousand dollars ($200,000) for the

Section 23. NEW MEXICO JUNIOR COLLEGE--PURPOSE.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the governing board of New Mexico junior
college that the need exists for the issuance of the bonds,
four hundred thousand dollars ($400,000) is appropriated to
the governing board of New Mexico junior college to plan,
design and construct a western museum on the campus of the New
Mexico junior college in Hobbs in Lea county.
Section 24. NEW MEXICO MILITARY INSTITUTE--PURPOSE.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the board of regents of New Mexico military
institute that the need exists for the issuance of the bonds,
two hundred thousand dollars ($200,000) is appropriated to the
board of regents of New Mexico military institute to design
and construct renovations to Wilson hall on the main campus of
the New Mexico military institute in Chaves county.
Section 25. NEW MEXICO STATE UNIVERSITY--PURPOSES.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the board of regents of New Mexico state

the following amounts are appropriated to the board of regents
of New Mexico state university for the following purposes:

KRWG at New Mexico state university in Las Cruces, Lordsburg,

the track and field facility at New Mexico state university in
Dona Ana county;
D. one hundred thousand dollars ($100,000) to
renovate Goddard Hall at New Mexico state university;
E. seventy-five thousand dollars ($75,000) for
video and other equipment and repairs at the advanced
manufacturing and management educational alliance at the main
campus in Las Cruces in Dona Ana county;
F. seventy-five thousand dollars ($75,000) to
resurface the track and field facility at the main campus in
Las Cruces in Dona Ana county;
G. one hundred thousand dollars ($100,000) to the
New Mexico department of agriculture to purchase or lease
equipment for soil and water conservation district projects in
Lea county;

Section 26. SAN JUAN COLLEGE--PURPOSE.--Pursuant to the
provisions of Section 1 of this act, upon certification by the
governing board of San Juan college that the need exists for
the issuance of the bonds, the following amounts are
appropriated to the governing board of San Juan college for
the following projects:
A. four hundred thousand dollars ($400,000) to
design and construct the health and human performance center
at San Juan college in San Juan county; and
B. one hundred twenty thousand dollars ($120,000)
to equip and furnish the computer center in San Juan county.
Section 27. UNIVERSITY OF NEW MEXICO--PURPOSES.--
Pursuant to the provisions of Section 1 of this act, upon
certification by the board of regents of the university of New
Mexico that the need exists for the issuance of the bonds, the
following amounts are appropriated to the board of regents of
the university of New Mexico for the following purposes:
A. one hundred thousand dollars ($100,000) to

university arena in Albuquerque in Bernalillo county;
B. one hundred thousand dollars ($100,000) for the

of law library in Albuquerque in Bernalillo county;
D. twenty-five thousand dollars ($25,000) to
replace the roof of the gymnastic building at the main campus
in Albuquerque in Bernalillo county;
E. five hundred thousand dollars ($500,000) to
repair and renovate the roof of the basketball arena at the
university of New Mexico in Albuquerque in Bernalillo county;
and
F. fifteen thousand dollars ($15,000) for practice
lights at Robertson field at the university of New Mexico in
Albuquerque in Bernalillo county.
Section 28. PUBLIC SCHOOL CAPITAL OUTLAY FUND--
PURPOSE.--Pursuant to the provisions of Section 1 of this act,
upon certification by the public school capital outlay council
that the need exists for the issuance of the bonds, two
million dollars ($2,000,000) is appropriated to the public
school capital outlay fund to be allocated by the public
school capital outlay council to carry out the provisions of
the Public School Capital Outlay Act. This appropriation

Section 29. EMPLOYMENT SECURITY DEPARTMENT FUND--
CAPITAL PROGRAM FUND--PURPOSES.--
A. Six hundred six thousand six hundred dollars
($606,600) is appropriated from the employment security
department fund to the capital program fund for expenditure in
fiscal years 1998 through 2002 for the following purposes at
the labor department:
(1) three hundred ninety-one thousand four
hundred dollars ($391,400) to renovate and make improvements
to the Tiwa building in Bernalillo county;
(2) one hundred fifty-five thousand eight
hundred dollars ($155,800) to renovate the mechanical systems
at the Tiwa building in Bernalillo county; and
(3) fifty-nine thousand four hundred dollars
($59,400) for roof replacement and related repairs at the
Hobbs office building in Lea county.
B. Any unexpended or unencumbered balance
remaining at the end of fiscal year 2002 shall revert to the
employment security department fund.
Section 30. GAME AND FISH BOND RETIREMENT FUND--
DEPARTMENT OF GAME AND FISH--PURPOSE.--One million five
hundred thousand dollars ($1,500,000) is appropriated from the
game and fish bond retirement fund to the department of game
and fish for expenditure in fiscal years 1998 through 2002 to

plan, design, construct, furnish and equip a new headquarters
facility in Santa Fe county. Any unexpended or unencumbered
balance remaining at the end of fiscal year 2002 shall revert
to the game and fish bond retirement fund.
Section 31. GAME PROTECTION FUND--DEPARTMENT OF GAME
AND FISH--PURPOSE.--One million five hundred thousand dollars
($1,500,000) is appropriated from the game protection fund to
the department of game and fish for expenditure in fiscal
years 1998 through 2002 to plan, design, construct, furnish
and equip a new headquarters facility in Santa Fe county. Any
unexpended or unencumbered balance remaining at the end of
fiscal year 2002 shall revert to the game protection fund.
Section 32. MINERS' TRUST FUND--PURPOSES.--
A. Four hundred seventy-four thousand six hundred
dollars ($474,600) is appropriated from the miners' trust fund
to the miners' Colfax medical center in the following amounts
for the following purposes for expenditure in fiscal years
1998 through 2002:
(1) twenty-six thousand dollars ($26,000) to
purchase an endoscope cleaning system;
(2) thirty-five thousand dollars ($35,000)
to construct a walkway between buildings;
(3) seventy-five thousand dollars ($75,000)
to improve the information system;
(4) eighty-one thousand dollars ($81,000) to

refurnish and equip the laboratory; and
(5) two hundred fifty-seven thousand six
hundred dollars ($257,600) to renovate the quarters' building.
B. Any unexpended or unencumbered balance

Section 33. GENERAL FUND--STATE HIGHWAY AND
TRANSPORTATION DEPARTMENT--PURPOSES.--
A. The amounts specified in this section are
appropriated from the general fund to the state highway and
transportation department for expenditure in fiscal years 1998
through 2002 for the purposes specified. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2002
shall revert to the general fund.
B. The following amounts are appropriated for
expenditure in Bernalillo county:
(1) fifty thousand dollars ($50,000) to
construct speed humps within house district 16;
(2) seventy-five thousand dollars ($75,000)
to improve the Ouray boulevard median;
(3) seventy-five thousand dollars ($75,000)
to construct a sound barrier on the south side of interstate
40 between Louisiana NE and Wyoming NE or to install speed
humps on streets in house district 26;

to improve the bridge at Lohman avenue over interstate 25;
(4) one hundred fifty thousand dollars
($150,000) to relocate the access road to Desert Edge road;
(5) one hundred thousand dollars ($100,000)
to pave streets in Tortugas;
(6) fifty thousand dollars ($50,000) to
acquire rights of way and conduct environmental and
archaeological studies for the East Mesa loop connecting
United States highway 70 with interstate 10 at the Mesquite
interchange;
(7) one hundred twenty thousand dollars
($120,000) to construct and install a new road along the
existing alignment of the Payan-Wilt roadway, including
sidewalk, curb, gutter and paving;
(8) thirty thousand dollars ($30,000) to
surface and improve MacArthur road;

(14) fifty thousand dollars ($50,000) to
improve county roads in the Chaparral community.
J. The following amounts are appropriated for
expenditure in Eddy county:
(1) seventy-five thousand dollars ($75,000)
to improve Church street from the beach parking lot to Eighth
street in Carlsbad;
(2) one hundred thousand dollars ($100,000)
to plan, design and construct a flood control project on
Center street in Artesia; and
(3) fifty thousand dollars ($50,000) to

complete necessary improvements on south First street in
Artesia.
K. The following amounts are appropriated for
expenditure in Grant county:
(1) one hundred thousand dollars ($100,000)
to install sidewalks along major roads and repair existing
sidewalks in Silver City;
(2) seventy-five thousand dollars ($75,000)
to continue construction of Little Walnut road in Silver City;
and
(3) one hundred thousand dollars ($100,000)
to improve Spring, Gold and Durango streets in Silver City.
L. The following amounts are appropriated for
expenditure in Guadalupe county:
(1) forty thousand dollars ($40,000) to
improve county road 3B in Santa Rosa; and
(2) fifteen thousand dollars ($15,000) to
improve city streets in Vaughn.
M. The following amounts are appropriated for
expenditure in Lea county:
(1) seventy-five thousand dollars ($75,000)
to improve streets in Lovington;
(2) one hundred fifty thousand dollars
($150,000) to improve city streets in Jal;
(3) two hundred thousand dollars ($200,000)

to plan, design and construct drainage culverts at the La Luz

(3) one hundred fifty thousand dollars
($150,000) to improve Bookout and Bosque roads in Tularosa;
and
(4) one hundred fifty thousand dollars
($150,000) to purchase gravel to make improvements to Timberon
road from Sunspot to Timberon.
T. The following amounts are appropriated for
expenditure in Quay county:
(1) seventy-five thousand dollars ($75,000)
to improve Quay road AF south of interstate 40; and

(3) seventy-five thousand dollars ($75,000)
to improve California street, including drainage, in Socorro.
BB. The following amounts are appropriated for
expenditure in Taos county:
(1) one hundred thousand dollars ($100,000)
to improve Taos county road B-143, Hondo-Seco road;
(2) fifty thousand dollars ($50,000) to

to improve two and two-tenths miles of Torrance county road
A049 between the intersection of that road and state road 41
and the Torrance county detention facility; and
(2) ninety-five thousand dollars ($95,000)
to pave two and two-tenths miles of Torrance county road A049
between the intersection of that road and state road 41 and
the Torrance county detention facility.
DD. The following amounts are appropriated for
expenditure in Valencia county:
(1) fifty thousand dollars ($50,000) to
surface and improve Maddox loop in Rio communities;
(2) seventy-five thousand dollars ($75,000)
to surface and improve the Manzano expressway extension;
(3) seventy-five thousand dollars ($75,000)
to perform drainage master plan projects in the city of Belen;
(4) one hundred fifty thousand dollars
($150,000) to widen and reconstruct Los Lentes road from
Coronada street to Taylor road in Los Lunas;

to pave two miles of Sea Bell road in Belen; and

Section 34. SOCCER FIELD LOOP ROAD--PURPOSES.--
A. The amounts specified in this section are
appropriated from the specified sources to the state highway
and transportation department to plan, design and construct a
public use loop road at the soccer field complex in Sandoval
county. Any unexpended or unencumbered balance remaining at
the end of fiscal year 2002 shall revert to the appropriate
source.
B. Two hundred seventy-five thousand dollars
($275,000) is appropriated from the general fund for
expenditure beginning in fiscal year 1998.
C. Two hundred thousand dollars ($200,000) is
appropriated from the state road fund for expenditure
beginning in fiscal year 1998.
D. Seventy-five thousand dollars ($75,000) is
appropriated from the local governments road fund for
expenditure beginning in fiscal year 1998.
E. Three hundred thousand dollars ($300,000) is
appropriated from severance tax bond proceeds, after
certification by the state highway and transportation
department as provided in Section 1 of this act.

Section 35. STATE LIBRARY RENOVATION--LEGISLATIVE
COUNCIL SERVICE CASH BALANCES.--One million dollars
($1,000,000) is appropriated from cash balances of the
legislative council service to the legislative council service
for expenditure in fiscal year 1999 and subsequent fiscal
years for renovation of the state library and related
renovations of the state capitol. Money from this
appropriation shall not revert to the general fund at the end
of a fiscal year.
Section 36. NEW MEXICO IRRIGATION WORKS CONSTRUCTION
FUND.--
A. One hundred thousand dollars ($100,000) is
appropriated from the New Mexico irrigation works construction
fund to the office of the state engineer for expenditure in
fiscal year 1999 to install real-time water meters on the Rio
Costilla system in Taos county.
B. Four hundred ninety-six thousand dollars
($496,000) is appropriated from the New Mexico irrigation
works construction fund to the office of the state engineer
for expenditure in fiscal year 1999 to make improvements to
the ditch lining of the irrigation system, including extending
or installing irrigation pipe as needed, at the Bluewater-
Toltec irrigation district in Cibola county.
C. Any unexpended or unencumbered balance
remaining at the end of fiscal year 1999 shall revert to the

irrigation works construction fund.
Section 37. STATE LANDS MAINTENANCE FUND.--Four hundred
sixty-seven thousand dollars ($467,000) is appropriated from
the state lands maintenance fund to the state land office for
expenditure in fiscal year 1999 for renovations, repairs,
modifications and improvements at the state land office
building in Santa Fe in Santa Fe county. Any unexpended or
unencumbered balance remaining at the end of fiscal year 1999
shall revert to the state lands maintenance fund.
Section 38. STATE ROAD FUND BALANCES.--
A. The following amounts are appropriated from the
state road fund to the state highway and transportation
department for expenditure in fiscal years 1998 through 2002
for engineering, design, environmental assessments and
construction of the following projects:
(1) two million dollars ($2,000,000) for
United States highway 54 from Carrizozo in Lincoln county to
Santa Rosa in Guadalupe county;
(2) one million five hundred thousand
dollars ($1,500,000) for Parjarito road in Bernalillo county;
and
(3) one million dollars ($1,000,000) for the
Taos relief route in Taos county.
B. Eighty-seven thousand dollars ($87,000) is
appropriated from the state road fund to the state highway and

transportation department for expenditure in fiscal years 1998
and 1999 to purchase the former department of game and fish
building in Raton in Colfax county to use as a project office.
C. The department may expend an appropriation on
all or a portion of the described purpose. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2002
shall revert to the state road fund.
Section 39. SEVERANCE TAX BONDS--STATE AGENCY ON
AGING--CHANGE IN PURPOSE--APPROPRIATIONS.--The proceeds from
the sale of severance tax bonds authorized pursuant to
Subsection C of Section 2 of Chapter 4 of Laws 1996 (S.S.) for
expanding the daycare area at the Barelas senior center shall
not be expended for their original purpose but are
reauthorized and appropriated to the state agency on aging in
the following amounts for the following purposes:
A. seventy-four thousand dollars ($74,000) for
expansion and improvements to the Barelas senior multiservice
center; and
B. twenty-six thousand dollars ($26,000) for
purchasing and equipping a fifteen-passenger van for the
Atrisco mealsite program in Albuquerque in Bernalillo county.
Section 40. SEVERANCE TAX BONDS--STATE AGENCY ON
AGING--EXTENDING EXPENDITURE PERIOD.--The period of time in
which the severance tax bond appropriation made pursuant to
Subsection B of Section 4 of Chapter 148 of Laws 1994 for a

senior citizen center at the Alamo chapter of the Navajo
Nation in Socorro county may be expended shall be extended
through fiscal year 1999. Any unexpended or unencumbered
balance remaining at the end of fiscal year 1999 shall revert
to the severance tax bonding fund.
Section 41. SEVERANCE TAX BONDS--OFFICE OF CULTURAL
AFFAIRS--EXPANDING THE PURPOSE--EXTENDING EXPENDITURE
PERIOD.--The severance tax bond appropriation made pursuant to
Subsection A of Section 3 of Chapter 4 of Laws 1996 (S.S.) to
construct El Camino Real state monument for the museum of New
Mexico in Socorro county may also be expended for planning,
designing and constructing El Camino Real state monument for
the museum of New Mexico in Socorro county. The period of
time in which this appropriation may be expended shall be
extended through fiscal year 2002. Any unexpended or
unencumbered balance remaining after fiscal year 2002 shall
revert to the severance tax bonding fund.
Section 42. SEVERANCE TAX BONDS--DEPARTMENT OF
ENVIRONMENT--EXTENDING EXPENDITURE PERIOD.--The period of time
in which the severance tax bond appropriation made pursuant to
Subsection S of Section 10 of Chapter 148 of Laws 1994 to the
department of environment for improvements to the wastewater
treatment plant in Anthony in Dona Ana county may be expended
shall be extended through fiscal year 2002. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2002

shall revert to the severance tax bonding fund.
Section 43. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE
AND ADMINISTRATION--EXTENDING EXPENDITURE PERIOD.--The period
of time in which the severance tax bond appropriation made
pursuant to Subsection B of Section 12 of Chapter 222 of Laws
1995 for a modular building for court uses in Alamo in Socorro
county may be expended shall be extended through fiscal year
2000. Any unexpended or unencumbered balance remaining at the
end of fiscal year 2000 shall revert to the severance tax
bonding fund.
Section 44. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE
AND ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The
appropriation of severance tax bond proceeds pursuant to
Subsection JJJ of Section 5 of Chapter 4, Laws 1996 (S.S.) to
the local government division of the department of finance and
administration for the detoxification project in Taos in Taos
county shall not be expended for that purpose but is
reauthorized and appropriated for paving for the
detoxification center.
Section 45. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE
AND ADMINISTRATION--EXTENDING CERTIFICATION PERIOD.--The
period of time in which the local government division of the
department of finance and administration has to certify the
need for the issuance of severance tax bonds to complete the
project pursuant to Subsection TT of Section 5 of Chapter 4 of

Laws 1996 (S.S.) to design, construct or equip a multipurpose
community center at El Cerro mission in Valencia county shall
be extended to the end of fiscal year 1999.
Section 46. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE
AND ADMINISTRATION--CHANGES IN PURPOSE--APPROPRIATIONS.--
A. The balance of the proceeds from severance tax
bonds appropriated pursuant to Subsection NNNN of Section 9 of
Chapter 148 of Laws 1994 for a primary health care facility in
Pecos shall not be expended for its original purpose but is
reauthorized and appropriated to the local government division
of the department of finance and administration to construct a
municipal building in Pecos in San Miguel county.
B. The balance of the proceeds from severance tax
bonds appropriated pursuant to Subsection RRRRR of Section 5
of Chapter 4 of Laws 1996 (S.S.) for a building for the Pecos
Valley medical center's ambulance service shall not be
expended for its original purpose but is reauthorized and
appropriated to the local government division of the
department of finance and administration to construct a
municipal building in Pecos in San Miguel county.
Section 47. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE
AND ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The
balance of severance tax bonds appropriated to the local
government division of the department of finance and
administration pursuant to Subsection G of Section 5 of

Chapter 4 of Laws 1996 (S.S.) for the purpose of improving or
updating equipment for the Moriarty fire department located in
Torrance county shall not be expended for its original purpose
but is reauthorized and appropriated to the local government
division for the purpose of improving or updating equipment
for the fire department in northeast Torrance county.
Section 48. SEVERANCE TAX BONDS--GENERAL SERVICES
DEPARTMENT--EXPANDING PURPOSES AND EXTENDING EXPENDITURE
PERIODS.--
A. Notwithstanding the provisions of Laws 1996,
Chapter 14, Section 14, the period of time in which the
appropriation from severance tax bond proceeds to the property
control division of the general services department made in
Subsection S of Section 14 of Chapter 367 of Laws 1993 may be
expended shall be extended through fiscal year 2002 and the
purpose expanded to repair and renovate buildings at Fort
Stanton hospital located in Lincoln county. Any unexpended or
unencumbered balance remaining from the proceeds of the bonds
at the end of fiscal year 2002 shall revert to the severance
tax bonding fund.
B. Notwithstanding the provisions of Laws 1996,
Chapter 14, Section 15, the period of time in which the
appropriation from severance tax bond proceeds to the property
control division of the general services department made in
Subsection H of Section 13 of Chapter 148 of Laws 1994 may be

expended shall be extended through fiscal year 2002 and the
purpose expanded to repair and renovate buildings at Fort
Stanton hospital located in Lincoln county. Any unexpended or
unencumbered balance remaining from the proceeds of the bonds
at the end of fiscal year 2002 shall revert to the severance
tax bonding fund.
C. Notwithstanding the provisions of Subsection D
of Section 1 of Chapter 148 of Laws of 1994, the balance of
the proceeds from the sale of severance tax bonds to the
general services department pursuant to Subsection K of
Section 13 of Chapter 148 of Laws 1994 to construct, furnish
and equip an expansion to the New Mexico law enforcement
academy located in Santa Fe county may also be expended to
resurface the track at the law enforcement academy. The
period of time for expenditure of this appropriation is
extended through fiscal year 1999. Any unexpended or
unencumbered balance remaining at the end of fiscal year 1999
shall revert to the severance tax bonding fund.
Section 49. SEVERANCE TAX BONDS--GENERAL SERVICES
DEPARTMENT--CHANGE IN PURPOSE--APPROPRIATION.--Six hundred
thirty-three thousand dollars ($633,000) of the balance of the
proceeds from the sale of severance tax bonds authorized
pursuant to Subsection D of Section 13 of Chapter 148 of Laws
1994 for a visitor, control and administration center and to
improve security at the New Mexico boys' school shall not be

expended for its original purpose but is reauthorized and
appropriated to the general services department to plan,
design or construct an animal shelter at the New Mexico boys'
school in Springer in Colfax county.
Section 50. SEVERANCE TAX BONDS--NEW MEXICO OFFICE OF
INDIAN AFFAIRS--CHANGE IN PURPOSE--APPROPRIATION.--The balance
of the proceeds from the sale of severance tax bonds
appropriated to the New Mexico office of Indian affairs
pursuant to Subsection E of Section 6 of Chapter 4 of Laws
1996 (S.S.) for the purpose of constructing infrastructure for
a water treatment plant at the Navajo agricultural products
industries hall not be expended for its original purpose but
is reauthorized and appropriated to the New Mexico office of
Indian affairs for the purpose of planning, designing or site
preparation for a water treatment plant at Navajo agricultural
products industries located in San Juan county.
Section 51. SEVERANCE TAX BONDS--NEW MEXICO OFFICE OF
INDIAN AFFAIRS--EXPANSION IN PURPOSE--APPROPRIATION.--The
balance of severance tax bonds authorized pursuant to
Subsection B of Section 9 of Chapter 4 of Laws 1996 (S.S.) for
a group home for disabled senior citizens at Tohatchi shall
not be expended for its original purpose but is reauthorized
and appropriated to the New Mexico office of Indian affairs to
plan, design or construct a group home for disabled citizens
at Tohatchi located in McKinley county.

Section 52. SEVERANCE TAX BONDS--NEW MEXICO OFFICE OF
INDIAN AFFAIRS--CLARIFYING PURPOSES AND EXTENDING EXPENDITURE
PERIODS.--Notwithstanding the provisions of Subsections F
through N of Section 16 of Chapter 148 of Laws 1994, the
appropriations in those subsections from severance tax bond
proceeds to the New Mexico office of Indian affairs for
various capital outlay purposes for each of the head start
programs in the communities of Coal Mine, Navajo, Rock
Springs, Tsa-Ya-Toh, Crystal, Manuelito, Mexican Springs,
Tohatchi and Twin Lakes located in McKinley and San Juan
counties may be expended by each community for any or all of
the purposes stated in the subsection appropriating the
proceeds to that community. The period of time for
expenditure of these appropriations shall be extended through
fiscal year 2001. Any unexpended or unencumbered balance
remaining at the end of fiscal year 2001 shall revert to the
severance tax bonding fund.
Section 53. SEVERANCE TAX BONDS--STATE DEPARTMENT OF
PUBLIC EDUCATION--CHANGE IN PURPOSE--APPROPRIATION.--The
balance of severance tax bond proceeds appropriated pursuant
to Subsection R of Section 11 of Chapter 113 of Laws 1992 for
a pedestrian overpass across Isleta boulevard shall not be
expended for that original purpose but is reauthorized and
appropriated to the state department of public education for
improvements to Harrison middle school athletic fields in

southwest Albuquerque in Bernalillo county.
Section 54. SEVERANCE TAX BONDS--NEW MEXICO STATE
UNIVERSITY--CHANGE IN PURPOSE--APPROPRIATION.--The proceeds
from the sale of severance tax bonds to the board of regents
of New Mexico state university pursuant to Subsection A of
Section 24 of Chapter 7 of Laws 1998 for infrastructure or
renovations of aging facilities on the main campus of New
Mexico state university in Dona Ana county shall not be
expended for that purpose but shall be expended for renovation
and improvements to Goddard hall.
Section 55. SEVERANCE TAX BONDS--CHANGE IN PURPOSE--
CHANGE IN AGENCY--APPROPRIATION.--The proceeds from the sale
of severance tax bonds appropriated to the local government
division of the department of finance and administration to
acquire land and construct a parking lot at the Roswell
convention and civic center in Chaves county pursuant to
Subsection KK of Section 9 of Chapter 7 of Laws 1998 shall not
be expended for that purpose but are appropriated to the state
highway and transportation department for street and drainage
improvements on Atkinson avenue between Mescalero road and
Berrendo road in Roswell in Chaves county.
Section 56. GENERAL FUND--OFFICE OF CULTURAL AFFAIRS--
EXTENDING EXPENDITURE PERIOD.--The period of time in which the
general fund appropriation made pursuant to Subsection B of
Section 24 of Chapter 4 of Laws 1996 (S.S.) to the office of

cultural affairs for designing, constructing or equipping a
living traditions education center at the museum of Indian
arts and culture in Santa Fe county may be expended shall be
extended through fiscal year 2000. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2000
shall revert to the general fund.
Section 57. GENERAL FUND--DEPARTMENT OF ENVIRONMENT--
EXTENDING EXPENDITURE PERIOD.--The period of time in which the
general fund appropriations made pursuant to Subsections B, C,
D, H, I and J of Section 33 of Chapter 4 of Laws 1996 (S.S.)
to the department of environment for projects in the north
valley of Albuquerque in Bernalillo county, Organ in Dona Ana
county, Belen in Valencia county, Lake Valley in McKinley
county, the south valley of Albuquerque in Bernalillo county
and Carrizozo in Lincoln county may be expended shall be
extended through fiscal year 2002. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2002
shall revert to the general fund.
Section 58. GENERAL FUND--DEPARTMENT OF FINANCE AND
ADMINISTRATION--EXPANSION OF PURPOSE.--The balance of the
general fund appropriation made pursuant to Subsection CCC of
Section 24 of Chapter 222 of Laws 1995 to relocate a historic
building at the museum complex in Lovington may be expended
for the purpose of site preparation or transportation costs to
relocate or renovate historical buildings at the museum

complex in Lovington in Lea county.
Section 59. GENERAL FUND--DEPARTMENT OF FINANCE AND
ADMINISTRATION--CHANGE IN PURPOSE--APPROPRIATION.--The balance
of the general fund appropriation of fifty thousand dollars
($50,000) to the state department of public education pursuant
to Subsection JJ of Section 33 of Chapter 222 of Laws 1995 for
a study or plan of a Polk middle school swimming pool shall
not be expended for its original purpose but is appropriated
to the local government division of the department of finance
and administration for planning and designing a swimming pool
for the Los Padillas area in the south valley in Bernalillo
county.
Section 60. GENERAL FUND--DEPARTMENT OF FINANCE AND
ADMINISTRATION--EXPANDING PURPOSE AND EXTENDING EXPENDITURE
PERIOD--APPROPRIATION.--The balance of the proceeds from the
general fund appropriation made pursuant to Subsection LL of
Section 21 of Chapter 4 of Laws 1996 (S.S.) for a youth center
in Ruidoso is reauthorized and appropriated to the local
government division of the department of finance and
administration and may be expended to design and construct the
youth center complex in Ruidoso, including fields, restrooms,
concession stands, a recreation center, an aquatic center and
other facilities related to the project in Lincoln county.
The period of time for expenditure shall be extended through
fiscal year 1999. Any unexpended or unencumbered balance

remaining at the end of fiscal year 1999 shall revert to the
general fund.
Section 61. GENERAL FUND--DEPARTMENT OF FINANCE AND
ADMINISTRATION--CHANGE AND EXPANSION IN PURPOSE--
APPROPRIATIONS.--
A. The balance of the general fund appropriation
made pursuant to Subsection MMMM of Section 24 of Chapter 222
of Laws 1995 to the local government division of the
department of finance and administration to design, build and
equip a new volunteer fire department substation at Melody
ranch near Indian Hills in Torrance county shall not be
expended for its original purpose but is appropriated to the
local government division to design, build and equip new
volunteer fire department substations within Torrance county.
B. The balance of the general fund appropriation
made to the local government division of the department of
finance and administration pursuant to Subsection J of Section
21 of Chapter 4 of Laws 1996 (S.S.) for the purpose of
acquiring new vehicles for the Torrance county sheriff's
department shall not be expended for its original purpose but
is appropriated to the local government division for the
purpose of equipping new and existing vehicles, acquiring new
vehicles and repairing existing vehicles for the Torrance
county sheriff's department.
C. The balance of the general fund appropriation

made pursuant to Subsection VVVVV of Section 24 of Chapter 222
of Laws 1995 to renovate and remodel a community health clinic
building in Mountainair may be expended for land acquisition,
construction, renovation, remodeling and equipping the clinic
building in Mountainair in Torrance county.
Section 62. GENERAL FUND--STATE HIGHWAY AND
TRANSPORTATION DEPARTMENT--CHANGING PURPOSE AND EXTENDING
EXPENDITURE PERIOD--APPROPRIATION.--The general fund
appropriation made pursuant to Subsection Q of Section 34 of
Chapter 4 of Laws 1996 (S.S.) for a new road or a railroad
crossing in Otero county shall not be expended for its
original purpose but is appropriated to the state highway and
transportation department for the purpose of installing
lights, gates, belts and making other improvements to an
existing crossing named Riata railroad crossing on Riata road
located one mile south of Tularosa in Otero county. The
period of time for expenditure of this appropriation shall be
extended through fiscal year 1999. Any unexpended or
unencumbered balance remaining at the end of fiscal year 1999
shall revert to the general fund.
Section 63. GENERAL FUND--NEW MEXICO OFFICE OF INDIAN
AFFAIRS--CHANGE IN PURPOSE--APPROPRIATION.--The balance of the
general fund appropriation made pursuant to Subsection V of
Section 28 of Chapter 222 of Laws 1995 for a preschool
building in Chichiltah shall not be expended for its original

purpose but is appropriated to the New Mexico office of Indian
affairs for a power line extension project or house wiring for
the community of Chichiltah in McKinley county.
Section 64. GENERAL FUND--MESA TECHNICAL COLLEGE--
CHANGE IN PURPOSE--APPROPRIATION.--The balance of the general
fund appropriation made to Mesa technical college pursuant to
Laws 1995, Chapter 222, Section 42 to plan and design a child
development facility at the college in Tucumcari in Quay
county shall not be expended for its original purpose but is
appropriated to the governing board of Mesa technical college
for facility improvements at the college to comply with
federal Americans with Disabilities Act of 1990 requirements.
Section 65. HISPANIC CULTURAL CENTER IN BERNALILLO
COUNTY--EXTENDING EXPENDITURE PERIOD FOR CERTAIN
APPROPRIATIONS.--The period of time in which the following
appropriations to the office of cultural affairs for
expenditure for the Hispanic cultural center may be expended
shall be extended through fiscal year 2001: Laws 1994,
Chapter 148, Section 76; Subsection A of Section 8 of Chapter
222 of Laws 1995; Subsection D of Section 22 of Chapter 222 of
Laws 1995; Paragraph (9) of Subsection A of Section 23 of
Chapter 14 of Laws 1996; and Subsection K of Section 3 of
Chapter 147 of Laws 1994, as extended pursuant to Laws 1997,
Chapter 29.
Section 66. ELEPHANT BUTTE MUNICIPAL BUILDING IN SIERRA

COUNTY--CHANGING PURPOSE AND EXTENDING THE EXPENDITURE
PERIOD.--The proceeds of the severance tax bond appropriation
made pursuant to Subsection UUU of Section 9 of Chapter 148 of
Laws 1994 for a municipal park in Las Cruces shall not be
expended for that original purpose but is reauthorized and
appropriated to the local government division of the
department of finance and administration for acquiring,
constructing and equipping a municipal office building,
including land acquisition, in Elephant Butte in Sierra
county. The period of time for expenditure of this
appropriation shall be extended through fiscal year 2000. Any
unexpended or unencumbered balance remaining at the end of
fiscal year 2000 shall revert to the severance tax bonding
fund.
Section 67. RIATA RAILROAD CROSSING IN OTERO COUNTY--
REAUTHORIZATION--CHANGING PURPOSE OF A SEVERANCE TAX BOND
APPROPRIATION FOR RIATA ROAD IN OTERO COUNTY.--The balance of
the proceeds from the sale of severance tax bonds appropriated
to the state highway and transportation department pursuant to
Subsection M of Section 8 of Chapter 4 of Laws 1996 (S.S.) for
the purpose of designing or constructing a new road connecting
Riata road to United States highway 54/70 or for installing a
railroad crossing on the new road in Otero county shall not be
expended for its original purpose but is reauthorized and
appropriated to the state highway and transportation

department for the purpose of installing lights, gates, belts
and making other improvements to an existing crossing named
Riata railroad crossing on Riata road located one mile south
of Tularosa in Otero county.
Section 68. RUIDOSO YOUTH COMPLEX IN LINCOLN COUNTY--
EXPANDING PURPOSE AND EXTENDING THE EXPENDITURE PERIOD OF A
GENERAL FUND APPROPRIATION.--The balance of the general fund
appropriation made pursuant to Subsection LL of Section 21 of
Chapter 4 of Laws 1996 (S.S.) for a youth center in Ruidoso is
appropriated to the local government division of the
department of finance and administration and may be expended
to design and construct a youth center complex in Ruidoso,
including fields, restrooms, concession stands, a recreation
center, an aquatic center and other facilities related to the
project in Lincoln county. The period of time for expenditure
shall be extended through fiscal year 1999. Any unexpended or
unencumbered balance remaining at the end of fiscal year 1999
shall revert to the general fund.
Section 69. EL CERRO MISSION MULTIPURPOSE CENTER IN
VALENCIA COUNTY--REAUTHORIZATION--EXTENDING THE CERTIFICATION
PERIOD.--The period of time in which the local government
division of the department of finance and administration has
to certify the need for the issuance of severance tax bonds to
complete the project pursuant to Subsection TT of Section 5 of
Chapter 4 of Laws 1996 (S.S.) to design, construct or equip a

multipurpose community center at El Cerro mission in Valencia
county shall be extended to the end of fiscal year 1999.
Section 70. GRANTS MULTIPURPOSE RECREATIONAL FACILITY
IN CIBOLA COUNTY--EXPANDING PURPOSE OF A GENERAL FUND
APPROPRIATION.--The balance of the general fund appropriation
made pursuant to Subsection RRRR of Section 24 of Chapter 222
of Laws 1995 to plan and design a multipurpose recreational
facility is appropriated to the local government division of
the department of finance and administration and may be
expended to construct, equip and furnish a multipurpose
recreational facility in Grants in Cibola county.
Section 71. CERRO COMMUNITY WELL IN TAOS COUNTY--
REAUTHORIZATION--EXPANDING PURPOSE.--The balance of the
proceeds from the sale of severance tax bonds appropriated to
the department of environment pursuant to Subsection FF of
Section 6 of Chapter 4 of Laws 1996 (S.S.) to make
improvements to the community well in Cerro shall not be
expended for its original purpose but is reauthorized and
appropriated to the department of environment to make
improvements to the west community well system in Cerro
located in Taos county.
Section 72. NEW MEXICO OFFICE OF INDIAN AFFAIRS
PROJECTS--REAUTHORIZING SEVERANCE TAX BOND APPROPRIATIONS--
REAPPROPRIATING GENERAL FUND--CHANGING PURPOSES--EXTENDING
EXPENDITURE PERIODS.--

A. The period of time in which the appropriations
to the state agency on aging from Subsection J of Section 2
and to the New Mexico office of Indian affairs from Subsection
K of Section 16 of Chapter 367 of Laws 1993 may be expended is
extended through fiscal year 2001.
B. Notwithstanding the provisions of Subsection B,
C or D of Section 1 of Chapter 148 of Laws 1994, the period of
time in which the following appropriations to the following
agencies may be expended is extended through fiscal year 2001:
(1) to the state agency on aging,
Subsections B and Z of Section 4 of Chapter 148 of Laws 1994;
(2) to the department of environment,
Subsection Q of Section 10 of Chapter 148 of Laws 1994;
(3) to the New Mexico office of Indian
affairs, Subsections A, O, T and Y of Section 16 of Chapter
148 of Laws 1994; and
(4) to the commission on higher education,
Laws 1994, Chapter 148, Section 31.
C. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the New Mexico office of Indian affairs
pursuant to Subsection Z of Section 16 of Chapter 148 of Laws
1994 to acquire, construct or equip a cafeteria for special
needs students in Shiprock shall not be expended for its

original purpose but is reauthorized and appropriated to the
New Mexico office of Indian affairs for the purpose of
planning, designing, constructing, equipping or furnishing a
cafeteria for students with special needs in Shiprock in San
Juan county. The period of time in which this appropriation
may be expended shall be extended through fiscal year 2001.
D. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the New Mexico office of Indian affairs
pursuant to Subsection AA of Section 16 of Chapter 148 of Laws
1994 to acquire a facilities operations building for special
needs students in Shiprock shall not be expended for its
original purpose but is reauthorized and appropriated to the
New Mexico office of Indian affairs for the purpose of
planning, designing, constructing, equipping or furnishing a
cafeteria for students with special needs in Shiprock in San
Juan county. The period of time in which this appropriation
may be expended shall be extended through fiscal year 2001.
E. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the state agency on aging pursuant to
Subsection M of Section 4 of Chapter 148 of Laws 1994 to
design, plan, engineer and construct a senior citizen center

in Mexican Springs shall not be expended for its original
purpose but is reauthorized and appropriated to the state
agency on aging for the purpose of planning, designing,
constructing, equipping or furnishing a senior citizen center
in Mexican Springs in McKinley county. The period of time in
which this appropriation may be expended shall be extended
through fiscal year 2001.
F. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the state agency on aging pursuant to
Subsection P of Section 4 of Chapter 148 of Laws 1994 to
design, plan, construct and equip a senior citizen center in
Pinedale shall not be expended for its original purpose but is
reauthorized and appropriated to the state agency on aging for
the purpose of planning, designing, developing infrastructure,
constructing, equipping or furnishing a senior citizen center
in Pinedale in McKinley county. The period of time in which
this appropriation may be expended shall be extended through
fiscal year 2001.
G. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the New Mexico office of Indian affairs
pursuant to Subsection W of Section 16 of Chapter 148 of Laws

1994 to prepare the site and pave a parking lot at Tsa-Ya-Toh
shall not be expended for its original purpose but is
reauthorized and appropriated to the New Mexico office of
Indian affairs for the purpose of preparing the site or paving
a parking lot at the Tsa-Ya-Toh chapter house in McKinley
county. The time in which this appropriation may be expended
shall be extended through fiscal year 2001.
H. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the New Mexico office of Indian affairs
pursuant to Subsection X of Section 16 of Chapter 148 of Laws
1994 to plan, design, construct and equip a headstart in Rock
Springs shall not be expended for its original purpose but is
reauthorized and appropriated to the New Mexico office of
Indian affairs for the purpose of planning, designing,
constructing, equipping or furnishing a multipurpose center or
headstart in Rock Springs located in McKinley county. The
time in which this appropriation may be expended shall be
extended through fiscal year 2001.
I. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the general fund appropriation to the
New Mexico office of Indian affairs pursuant to Subsection V
of Section 28 of Chapter 224 of Laws 1995 to renovate and
equip a headstart facility in Chichiltah shall not be expended

for its original purpose but is reauthorized and appropriated
to the New Mexico office of Indian affairs for the purpose of
renovating or equipping a headstart facility in Chichiltah in
McKinley county. The time in which this appropriation may be
expended shall be extended through fiscal year 2001.
J. Notwithstanding any other provisions of Laws
1994, Chapter 147, Section 6, the general fund appropriation
to the New Mexico office of Indian affairs pursuant to
Subsection MMMM of that section to construct a sewer lagoon in
Tsa-Ya-Toh shall not be expended for its original purpose but
is reauthorized and appropriated to the New Mexico office of
Indian affairs for the purpose of an electrification project
in the community of Tsa-Ya-Toh in McKinley county. The time
in which this appropriation may be expended shall be extended
through fiscal year 2001.
K. Notwithstanding the provisions of Subsections
B, C and D of Section 1 of Chapter 148 of Laws 1994, the
balance of the proceeds from the sale of severance tax bonds
appropriated to the New Mexico office of Indian affairs
pursuant to Subsection Q of Section 16 of Chapter 148 of Laws
1994 to purchase, transport, install and equip a modular
building for a headstart facility in Lake Valley in McKinley
county, in which the certification and issuance of the bonds
is contingent upon at least half of the amount of money being
made available to the project from nonstate sources, shall not

be expended for its original purpose but is reauthorized and
appropriated to the New Mexico office of Indian affairs for
the purpose of purchasing, transporting, installing,
developing infrastructure, site preparation, equipping or
furnishing a headstart facility in Lake Valley in McKinley
county, with no contingency for certification or expenditure.
The time in which this appropriation may be expended shall be
extended through fiscal year 2001.
L. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the general fund appropriation to the
New Mexico office of Indian affairs pursuant to Subsection M
of Section 28 of Chapter 222 of Laws 1995 to design and
construct water and waste water systems in Red Rock shall not
be expended for its original purpose but is reauthorized and
appropriated to the New Mexico office of Indian affairs for
planning or designing a water or waste water system in Red
Rock in McKinley county. The time in which this appropriation
may be expended shall be extended through fiscal year 2001.
M. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the general fund appropriation to the
state agency on aging pursuant to Subsection N of Section 21
of Chapter 222 of Laws 1995 to design, construct, including
infrastructure, and equip a senior citizen center in Shiprock
shall not be expended for its original purpose but is
reauthorized and appropriated to the state agency on aging for

planning, designing, site preparation, extending
infrastructure, equipping or furnishing a senior center in
Shiprock in San Juan county. The time in which this
appropriation may be expended shall be extended through fiscal
year 2001.
N. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the general fund appropriation to the
state agency on aging pursuant to Subsection O of Section 21
of Chapter 222 of Laws 1995 to design, construct and equip a
senior citizen center in Sanostee shall not be expended for
its original purpose but is reauthorized and appropriated to
the state agency on aging for planning, designing, site
preparation, extending infrastructure, equipping or furnishing
a senior center in Sanostee in San Juan county. The time in
which this appropriation may be expended shall be extended
through fiscal year 2001.
O. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the general fund appropriation to the
New Mexico office of Indian affairs pursuant to Subsection F
of Section 28 of Chapter 222 of Laws 1995 for designing,
preconstructing, constructing or equipping phase 2 of a
multipurpose center in Huerfano shall not be expended for its
original purpose but is reauthorized and appropriated to the
New Mexico office of Indian affairs for designing,
preconstructing, constructing, furnishing or equipping phase 1

of a multipurpose center in Huerfano in San Juan county. The
time in which this appropriation may be expended shall be
extended through fiscal year 2001.
P. Notwithstanding the provisions of Subsections C
and D of Section 1 of Chapter 4 of Laws 1996, the period of
time in which the following appropriations to the following
agencies may be certified or expended is extended through
fiscal year 2001:
(1) to the state agency on aging,
Subsections L, T and U of Section 2 of Chapter 4 of Laws 1996
(S.S.);
(2) to the New Mexico office of Indian
affairs, Subsections D and I of Section 32 of Chapter 4 of
Laws 1996 (S.S.);
(3) to the department of environment,
Subsections H and M of Section 33 of Chapter 4 of Laws 1996
(S.S.); and
(4) to the state highway and transportation
department, Subsections B and K of Section 34 of Chapter 4 of
Laws 1996 (S.S.).
Q. Notwithstanding the provisions of Subsection A
of Section 49 of Chapter 148 of Laws 1994, the period of time
in which the appropriations to the New Mexico office of Indian
affairs in Paragraphs (3), (6), (7), (8), (9) and (10) of
Subsection D of Section 49 of Chapter 148 of Laws 1994 may be

expended is extended through fiscal year 2001.
R. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the period of time in which the
appropriations made to the local government division of the
department of finance and administration in Subsection PP of
Section 24 of Chapter 222 of Laws 1995 may be expended is
extended through fiscal year 2001.
S. Notwithstanding the provisions of Laws 1995,
Chapter 222, Section 20, the period of time in which the
appropriations made to the New Mexico office of Indian affairs
in Subsections E, J, T, W, AA, BB, CC and DD of Section 28 of
Chapter 222 of Laws 1995 may be expended is extended through
fiscal year 2001.
T. Any unexpended or unencumbered balance
remaining at the end of fiscal year 2001 from the proceeds of
the severance tax bonds shall revert to the severance tax
bonding fund. Any unexpended or unencumbered balance
remaining at the end of fiscal year 2001 from a general fund
appropriation shall revert to the general fund.
Section 73. BECENTI HEAD START BUILDING IN MCKINLEY
COUNTY--CHANGING THE PURPOSE OF GENERAL FUND APPROPRIATIONS.--
The balance of the general fund appropriations made pursuant
to Paragraph (5) of Subsection D of Section 49 of Chapter 148
of Laws 1994 and pursuant to Subsection Z of Section 49 of
Chapter 148 of Laws 1994 to purchase, transport, install or

equip a head start modular building in Becenti shall not be
expended for that purpose but is reappropriated to the New
Mexico office of Indian affairs to construct a head start
building in Becenti in McKinley county.
Section 74. LEA COUNTY ROADS--REAUTHORIZATION.--The
authorization for the issuance of severance tax bonds for the
state highway and transportation department to make street
repairs in Clovis and Portales pursuant to Subsections GGG and
HHH of Section 11 of Chapter 7 of Laws 1998 is void. Upon
certification by the state highway and transportation
department, four hundred thousand dollars ($400,000) is
appropriated to the department for improvements to Lea county
roads.
Section 75. LOVINGTON MULTIPURPOSE BUILDING--EXPANSION
OF PURPOSE.--The reauthorization for the issuance of severance
tax bonds and reappropriation of general fund appropriations
to the local government division of the department of finance
and administration for a multipurpose building in Lovington in
Lea county in Laws 1998, Chapter 7, Sections 55 through 57 may
be expended to purchase a building as well as for the purposes
specified in those sections.
Section 76. SEVERANCE TAX BONDS--STATE DEPARTMENT OF
PUBLIC EDUCATION--EXPANSION OF PURPOSE--APPROPRIATION.--The
purpose of the appropriation of severance tax bond proceeds to
the state department of public education for Pojoaque high

school in Santa Fe county pursuant to Subsection HH of Section
13 of Chapter 7 of Laws 1998 shall be expanded, and the
proceeds are appropriated to include making any improvements
to the Pojoaque valley schools in Santa Fe county.
Section 77. PROJECT SCOPE--EXPENDITURES.--If an
appropriation for a project authorized in this act is not
sufficient to complete all the purposes specified, the
appropriation may be expended for any portion of the purposes
specified in the appropriation. Expenditures shall not be
made for purposes other than those specified in the
appropriation.
Section 78. ART IN PUBLIC PLACES.--Pursuant to Section
13-4A-4 NMSA 1978 and where applicable, the appropriations
authorized in this act include one percent for the art in
public places fund.
Section 79. EMERGENCY.--It is necessary for the public
peace, health and safety that this act take effect
immediately.
