      Your WAYS AND MEANS COMMITTEE, to whom has been referred
  
                     SENATE JOINT RESOLUTION 3
  
  has had it under consideration and reports same with recommendation
  that it DO PASS, amended as follows:
  
      1.  On page 1, line 14, after "PERSON", insert "WHO MEETS LOW-
  INCOME CRITERIA AND IS".
  
      2.  On page 1, line 22, before the period insert "and whose
  income is less than one hundred fifty percent of the official
  poverty guidelines published by an agency of the United States
  government".
  
      3.  On page 2, line 5, before "or" insert ", the taxpayer no
  longer meets the income criteria".,
  
  and thence referred to the FINANCE COMMITTEE.
