0011| REQUESTING THE STATE DEPARTMENT OF PUBLIC EDUCATION TO

0012| COOPERATE WITH THE NEW MEXICO SCHOOL FOR THE DEAF IN A STUDY OF
|
0013| THE FEASIBILITY OF INSTITUTING AMERICAN SIGN LANGUAGE CLASSES
|
0014| FOR GRADES SEVEN THROUGH TWELVE.

0016| WHEREAS, the public schools are obligated to provide
|
0017| education to any citizen and to make education accessible to
|
0018| all; and
|
0019| WHEREAS, communication handicaps such as deafness are
|
0020| severe constraints on educational access and equal opportunity;
|
0021| and
|
0022| WHEREAS, courses are offered in foreign languages by the
|
0023| public schools; and
|
0024| WHEREAS, American sign language is readily learned and
|
0025| offers hearing-impaired people the opportunity to be more fully
|
0001| integrated into the society of others;
|
0002| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0003| STATE OF NEW MEXICO that the state department of public
|
0004| education be requested to cooperate with the New Mexico school
|
0005| for the deaf in conducting a study of the feasibility of
|
0006| establishing instructional courses in American sign language
|
0007| throughout the state's public schools in grades seven through
|
0008| twelve; and
|
0009| BE IT FURTHER RESOLVED that the state department of public
|
0010| education report its findings and recommendations to the
|
0011| legislative education study committee by December 1, 1997; and
|
0012| BE IT FURTHER RESOLVED that copies of this memorial be
|
0013| transmitted to the superintendent of public instruction, the
|
0014| president of the New Mexico school for the deaf and to the
|
0015| director of the legislative education study committee.
