EISENSTADT | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO PUBLIC UTILITY COMMISSION TO | 0012| ESTABLISH A CONSUMER AND ENVIRONMENTAL INTERESTS MONITORING | 0013| SECTION. | 0014| | 0015| WHEREAS, the electric industry is currently undergoing | 0016| vast and dramatic changes as it is being restructured from a | 0017| vertically integrated monopoly system regulated fully by the | 0018| state into a deregulated industry, subject to the influences of | 0019| the marketplace and competition; and | 0020| WHEREAS, although a competitive electric industry can | 0021| create economic benefits and opportunities through customer | 0022| choice, the potential for abuses of consumers' interests is | 0023| also present; and | 0024| WHEREAS, with a competitive electric industry, | 0025| environmental impacts due to power generation are lessened, but | 0001| environmental interests could also suffer with the shift to | 0002| deregulation; | 0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0004| STATE OF NEW MEXICO that the New Mexico public utility | 0005| commission be requested to establish a consumer and | 0006| environmental interests monitoring section to oversee and | 0007| evaluate the impacts and benefits resulting from the | 0008| restructuring of the electric industry and ensure that negative | 0009| impacts to consumers or to environmental interests be mitigated | 0010| and that benefits to consumers and the environment be preserved | 0011| and enhanced; and | 0012| BE IT FURTHER RESOLVED that copies of this memorial be | 0013| transmitted to the New Mexico public utility commission. | 0014| - 2 - |
