0011| COMMENDING THE NEW MEXICO PUBLIC HEALTH ASSOCIATION FOR EIGHTY
|
0012| YEARS OF DEDICATION TO THE IMPROVEMENT OF THE PUBLIC HEALTH OF
|
0013| ALL NEW MEXICANS.

0015| WHEREAS, May 1, 1997 marks the eightieth anniversary of
|
0016| the establishment of the New Mexico public health association
|
0017| on May 1, 1917; and
|
0018| WHEREAS, the New Mexico public health association was
|
0019| established for the purpose of the "dissemination of knowledge
|
0020| concerning the causes and methods of prevention of communicable
|
0021| diseases, including tuberculosis, and the prosecutions of an
|
0022| educational campaign, especially among the youth of the state,
|
0023| in furtherance of public health"; and
|
0024| WHEREAS, the original program of work adopted in 1917 was
|
0025| focused on the establishment of a "good working public health
|
0001| department as a branch of the state's government in Santa Fe"
|
0002| through activities that included: "the securing for New Mexico
|
0003| of an adequately financed and efficiently managed state
|
0004| department of health" by educating the legislature and the
|
0005| public about the importance of public health programs; and
|
0006| WHEREAS, New Mexico was the last state in the union to
|
0007| have a department of health; and
|
0008| WHEREAS, these goals of the New Mexico public health
|
0009| association were accomplished within two years with the
|
0010| establishment of a department of health in 1919; and
|
0011| WHEREAS, population-based public health programs in New
|
0012| Mexico have a distinguished record in reducing infectious and
|
0013| communicable diseases, dramatically lowering infant mortality,
|
0014| rapidly responding to newly emerging health problems, data
|
0015| collection and vital statistics and tremendously increasing
|
0016| access to health services; and
|
0017| WHEREAS, the New Mexico public health association has
|
0018| maintained its advocacy of protection, promotion and prevention
|
0019| activities for all citizens of New Mexico for these eighty
|
0020| years; and
|
0021| WHEREAS, the essential nature of public health and
|
0022| population-based public health programs remains critically
|
0023| important to the citizens of New Mexico today and on into the
|
0024| future;
|
0025| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
|
0001| REPRESENTATIVES OF THE STATE OF NEW MEXICO that it commemorate
|
0002| and commend the New Mexico public health association for eighty
|
0003| years of service to the citizens of New Mexico; and
|
0004| BE IT FURTHER RESOLVED that this commendation be presented
|
0005| to the New Mexico public health association in recognition of
|
0006| its eightieth anniversary, May 1, 1997.
