0011| SUPPORTING A COOPERATIVE EFFORT BY THE STATE LAND OFFICE AND
|
0012| THE ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT RELATED
|
0013| TO NATURAL GAS MARKETING.

0015| WHEREAS, the natural gas industry is an important
|
0016| contributor to the New Mexico economy; and
|
0017| WHEREAS, a healthy, competitive natural gas industry is
|
0018| essential to economic development in New Mexico; and
|
0019| WHEREAS, the natural gas industry is a significant source
|
0020| of employment in New Mexico; and
|
0021| WHEREAS, the severance taxes, gross receipts taxes and
|
0022| property taxes generated by New Mexico's natural gas industry
|
0023| are an important source of revenues for state and local
|
0024| governments; and
|
0025| WHEREAS, the royalties paid on natural gas produced from
|
0001| state trust lands are a major source of the money invested in
|
0002| New Mexico's land grant permanent funds; and
|
0003| WHEREAS, the earnings from the land grant permanent funds
|
0004| are an important source of support for New Mexico's educational
|
0005| institutions; and
|
0006| WHEREAS, the legislature has appropriated funds to study
|
0007| the interstate natural gas pipeline system as it affects
|
0008| distribution of natural gas produced in New Mexico; and
|
0009| WHEREAS, the legislature has appropriated funds to promote
|
0010| the sale and use of New Mexico's natural gas;
|
0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0012| STATE OF NEW MEXICO that the state land office and the energy,
|
0013| minerals and natural resources department continue their
|
0014| cooperative efforts to identify new market opportunities and to
|
0015| encourage the use of natural gas produced in New Mexico; and
|
0016| BE IT FURTHER RESOLVED that, using the information
|
0017| collected by the office of interstate gas marketing in its
|
0018| study of the interstate natural gas pipeline system and other
|
0019| research, the state land office and the energy, minerals and
|
0020| natural resources department be encouraged to work with
|
0021| industry to develop and promote flexible and innovative use of
|
0022| interstate pipeline systems and marketing arrangements so that
|
0023| producers of New Mexico's natural gas can reach the broadest
|
0024| possible market and take maximum advantage of market
|
0025| conditions; and
|
0001| BE IT FURTHER RESOLVED that the state land office and the
|
0002| energy, minerals and natural resources department be directed
|
0003| to research those legal and economic factors that affect the
|
0004| net price received by producers of natural gas and to take
|
0005| steps to encourage legislative and regulatory action that will
|
0006| result in high net prices; and
|
0007| BE IT FURTHER RESOLVED that the state land office and the
|
0008| energy, minerals and natural resources department be encouraged
|
0009| to work with industry to explore different means by which
|
0010| producers can aggregate natural gas so as to facilitate sales
|
0011| to users and reach new markets; and
|
0012| BE IT FURTHER RESOLVED that the state land office and the
|
0013| energy, minerals and natural resources department be encouraged
|
0014| to continue their efforts to provide legislators, industry,
|
0015| state and federal agencies and the public an opportunity to
|
0016| participate in developing strategies to broaden the markets for
|
0017| New Mexico's natural gas; and
|
0018| BE IT FURTHER RESOLVED that copies of this memorial be
|
0019| transmitted to the state land office and the energy, minerals
|
0020| and natural resources department.
