0011| REQUESTING THE APPROPRIATE LEGISLATIVE INTERIM COMMITTEE TO

0012| INCLUDE WATER CONSERVATION IN ITS WORK PLAN.

0014| WHEREAS, many aquifers, most notably in the Albuquerque
|
0015| valley, are being depleted at a faster rate than they can be
|
0016| replenished; and
|
0017| WHEREAS, most of the available water in New Mexico's river
|
0018| basins are already committed to present uses; and
|
0019| WHEREAS, the amount and timing of water released in our
|
0020| streams is sometimes inadequate to sustain healthy ecosystems;
|
0021| and
|
0022| WHEREAS, the office of the state engineer has been
|
0023| understaffed and underfunded in recent years; and
|
0024| WHEREAS, conservation of water, watershed management and
|
0025| other methods should be used to achieve increased water yields;
|
0001| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0002| STATE OF NEW MEXICO that the New Mexico legislative council be
|
0003| requested to retain the integrated water and resource planning
|
0004| committee and include water conservation in its work plan to
|
0005| evaluate approaches to water conservation, focusing on
|
0006| voluntary incentives rather than imposed constraints; and
|
0007| BE IT FURTHER RESOLVED that the integrated water and
|
0008| resource planning committee assist in developing a broad
|
0009| strategy of water conservation from planning to use; and
|
0010| BE IT FURTHER RESOLVED that the integrated water and
|
0011| resource planning committee report its findings and
|
0012| recommendations to the second session of the forty-third
|
0013| legislature; and
|
0014| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0015| transmitted to the members of the New Mexico legislative
|
0016| council.
