0011| REQUESTING THE GENERAL SERVICES DEPARTMENT, IN COOPERATION WITH

0012| OTHER PROPERTY MANAGEMENT AGENCIES OF STATE GOVERNMENT, TO

0013| DEVELOP A COORDINATED PROCUREMENT PROGRAM AND LIGHT FIXTURE

0014| REPLACEMENT PROCEDURES FOR THE CONSERVATION OF ENERGY AND THE
|
0015| FRUGAL MANAGEMENT OF STATE ENERGY BUDGETS.

0017| WHEREAS, the first energy crisis hit the United States
|
0018| with the oil embargo of 1973; and
|
0019| WHEREAS, another energy crisis occurred in 1979-1980 when
|
0020| the price of energy again increased dramatically, contributing
|
0021| to the severe recession of 1984; and
|
0022| WHEREAS, state and federal efforts have been made
|
0023| intermittently since these events to better manage energy
|
0024| systems and costs to use energy more efficiently and frugally;
|
0025| and
|
0001| WHEREAS, one of the areas in which we could relatively
|
0002| easily address energy savings is the use of lighting in state
|
0003| office buildings; and
|
0004| WHEREAS, energy-efficient light fixtures are available
|
0005| that can reduce energy use by as much as seventy percent and
|
0006| reduce negative environmental impacts associated with energy
|
0007| generation;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that the general services department be
|
0010| requested, in cooperation with other property management
|
0011| agencies of state government, to develop a program of replacing
|
0012| fluorescent lights in state buildings with energy-efficient
|
0013| light systems, including specular reflectors, electronic
|
0014| ballasts, T-8 lamps and reverse prism acrylic lenses; and
|
0015| BE IT FURTHER RESOLVED that the general services
|
0016| department report its findings and recommendations to the
|
0017| appropriate interim committee of the legislature by December 1,
|
0018| 1997; and
|
0019| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0020| transmitted to the secretary of general services.
