0011| REQUESTING THE LEGISLATURE TO RECOGNIZE AND COMMEND THE WORK OF
|
0012| THE NEW MEXICO-TEXAS WATER COMMISSION THROUGH THE PARTICIPATION
|
0013| OF THE LOWER RIO GRANDE WATER USERS ORGANIZATION.
|

|
0015| WHEREAS, the legislature understands the vital importance
|
0016| of the water to its citizens; and
|
0017| WHEREAS, the legislature finds that since 1980, southern
|
0018| New Mexico has been involved in interstate problems with regard
|
0019| to water with the city of El Paso; and
|
0020| WHEREAS, over a decade of litigation with the city of El
|
0021| Paso over the export of New Mexico ground water was resolved
|
0022| with a settlement agreement, which led to the formation of the
|
0023| New Mexico-Texas water commission; and
|
0024| WHEREAS, the New Mexico-Texas water commission's ongoing
|
0025| goal is the study of the scarce water resources of the region
|
0001| and planning for the future utilization of the water resources;
|
0002| and
|
0003| WHEREAS, the major local public entities dealing with
|
0004| water in southern New Mexico, including the Elephant Butte
|
0005| irrigation district, New Mexico state university, city of Las
|
0006| Cruces, Anthony water and sanitation district, village of
|
0007| Hatch, town of Mesilla and Dona Ana county, participate on the
|
0008| commission through a group formed and known as the lower Rio
|
0009| Grande water users organization; and
|
0010| WHEREAS, the public entities in the lower Rio Grande water
|
0011| users organization have cooperated in resource studies and
|
0012| planning, which transcends jurisdictional boundaries, still
|
0013| respecting the mission, roles, water and other rights of each
|
0014| public entity; and
|
0015| WHEREAS, the lower Rio Grande water users organization
|
0016| supports funding projects of the New Mexico-Texas water
|
0017| commission that will benefit southern New Mexico;
|
0018| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0019| STATE OF NEW MEXICO that the legislature recognize and commend
|
0020| the work of the New Mexico-Texas water commission in its
|
0021| efforts to plan for the future for the utilization of its
|
0022| scarce water resources and that it support funding for the
|
0023| commission, which will benefit the citizens of southern New
|
0024| Mexico through the lower Rio Grande water users organization.
