0011| REQUESTING THE GOVERNOR TO CONDUCT AN INCLUSIVE PROCESS OF
|
0012| PLANNING AND DEVELOPMENT FOR THE IMPLEMENTATION OF THE CHILD
|
0013| CARE DEVELOPMENT BLOCK GRANT STATE PLAN THAT INCLUDES
|
0014| COLLABORATIVE PARTICIPATION FROM THE PUBLIC, CONSUMERS AND THE
|
0015| LEGISLATURE.

0017| WHEREAS, the United States congress adopted the Personal
|
0018| Responsibility and Work Opportunity Act of 1996; and
|
0019| WHEREAS, the children, youth and families department
|
0020| developed a child care and development block grant state plan
|
0021| without sufficient advocate and consumer input; and
|
0022| WHEREAS, the children, youth and families department held
|
0023| a public hearing but did not provide adequate notice to the
|
0024| public or distribute the proposed plan prior to the hearing;
|
0025| and
|
0001| WHEREAS, children and families will experience hardship in
|
0002| the transition from the existing system to a new, unfamiliar
|
0003| and complicated system of assistance; and
|
0004| WHEREAS, in order for parents to work, they will need
|
0005| support services such as child care to enable them to work and
|
0006| thus no longer need subsistence benefits;
|
0007| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0008| STATE OF NEW MEXICO that the governor be requested to conduct a
|
0009| collaborative and inclusive process in the planning and
|
0010| development of the child care development block grant state
|
0011| plan; and
|
0012| BE IT FURTHER RESOLVED that copies of this memorial be
|
0013| transmitted to the governor and the secretary of children,
|
0014| youth and families.
