0011| REQUESTING THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT TO
|
0012| ESTABLISH A TASK FORCE TO STUDY AND MAKE RECOMMENDATIONS
|
0013| REGARDING THE TRANSIT NEEDS OF RECIPIENTS OF ASSISTANCE UNDER
|
0014| THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES BLOCK GRANT.
|

0016| WHEREAS, welfare reform initiatives, including a new
|
0017| federal block grant program called "temporary assistance for
|
0018| needy families" will have a significant effect on people in
|
0019| poverty in New Mexico who receive financial assistance; and
|
0020| WHEREAS, people who receive this financial assistance will
|
0021| be required to seek employment; and
|
0022| WHEREAS, recipients of temporary assistance for needy
|
0023| families financial assistance may not own a vehicle or have
|
0024| access to reliable transportation; and
|
0025| WHEREAS, temporary assistance for needy families
|
0001| recipients have transportation needs that include access to
|
0002| child-care services, training programs and jobs as well as
|
0003| flexible hours of availability of transportation for those who
|
0004| obtain jobs requiring shift work; and
|
0005| WHEREAS, public transportation services are inadequate in
|
0006| many parts of the state;
|
0007| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0008| STATE OF NEW MEXICO that the state highway and transportation
|
0009| department be requested to establish a task force that includes
|
0010| representatives from regional transit groups and state
|
0011| government agencies that have transportation programs to study
|
0012| and make recommendations regarding the transit needs of
|
0013| recipients of assistance under the temporary assistance for
|
0014| needy families block grant; and
|
0015| BE IT FURTHER RESOLVED that the task force be requested to
|
0016| study the possible development of a statewide network of
|
0017| community-based transportation services, including
|
0018| consideration of free access to public transit for temporary
|
0019| assistance for needy families recipients who are transitioning
|
0020| to work; and
|
0021| BE IT FURTHER RESOLVED that the recommendations of the
|
0022| task force include plans for waiver requests to the federal
|
0023| government to decategorize vans funded with federal money; and
|
0024| BE IT FURTHER RESOLVED that the recommendations of the
|
0025| task force be presented to the interim legislative health and
|
0001| human services committee by September 1, 1998; and
|
0002| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0003| sent to the secretary of highway and transportation.
