TRUJILLO | 0005| | 0006| | 0007| | 0008| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE HUMAN SERVICES DEPARTMENT TO ENCOURAGE HABITAT | 0012| FOR HUMANITY TO REGARD TEMPORARY ASSISTANCE FOR NEEDY FAMILIES | 0013| PAYMENTS AS INCOME. | 0014| | 0015| WHEREAS, safe and affordable housing is essential to | 0016| obtaining employment, work performance and basic maintenance of | 0017| a family; and | 0018| WHEREAS, home ownership contributes to a sense of | 0019| permanence, family stability and self-sufficiency; and | 0020| WHEREAS, habitat for humanity is a program that encourages | 0021| participation, responsibility and commitment leading to home | 0022| ownership for eligible families; and | 0023| WHEREAS, there are income requirements in the habitat for | 0024| humanity program to assure the ability of recipients of housing | 0025| to make low-cost mortgage payments; and | 0001| WHEREAS, the state has flexibility in determining | 0002| eligibility requirements based on resources for recipients of | 0003| payments under the temporary assistance for needy families | 0004| program; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the human services department | 0007| encourage the habitat for humanity program to regard temporary | 0008| assistance for needy families payments as income for the | 0009| purpose of determining eligibility for housing; and | 0010| BE IT FURTHER RESOLVED that a copy of this memorial be | 0011| sent to the secretary of human services and the director of the | 0012| habitat for humanity program. | 0013|  | 0014| | 0015| |
