0011| URGING THE COMMISSION ON HIGHER EDUCATION TO WORK WITH NEW

0012| MEXICO COLLEGES, UNIVERSITIES AND STUDENT ASSOCIATIONS TO

0013| REVIEW EXISTING STATE-FUNDED STUDENT FINANCIAL AID PROGRAMS AND

0014| PRESENT RECOMMENDATIONS TO THE LEGISLATURE AND THE GOVERNOR FOR

0015| RESTRUCTURING THOSE PROGRAMS TO MAXIMIZE THEIR BENEFITS TO

0016| STUDENTS.

0018| WHEREAS, higher education is one of the most important
|
0019| factors in the development of young people into active and
|
0020| productive members of society; and
|
0021| WHEREAS, higher education has become more difficult for
|
0022| most students and families to afford due to the fact that the
|
0023| cost of tuition and fees at institutions of higher education
|
0024| has risen faster than the rate of inflation; and
|
0025| WHEREAS, as a result, state-funded student financial aid
|
0001| has become a very important tool, one that most students and
|
0002| families rely on to make higher education accessible; and
|
0003| WHEREAS, the state has limited resources available to
|
0004| devote to financial aid, and, as such, needs to use those
|
0005| resources in the most efficient manner possible;
|
0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0007| STATE OF NEW MEXICO that the commission on higher education be
|
0008| asked to work with New Mexico colleges, universities and
|
0009| student associations to review existing state-funded student
|
0010| financial aid programs and present recommendations for
|
0011| restructuring those programs to maximize their benefits to
|
0012| students. The recommendations should be presented to the
|
0013| appropriate legislative interim committee and the governor by
|
0014| November 1, 1997; and
|
0015| BE IT FURTHER RESOLVED that copies of this memorial be
|
0016| transmitted to the commission on higher education and the board
|
0017| of regents of each state college and university.
