0010| A JOINT MEMORIAL
|
0011| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION TO CONVENE A
|
0012| TASK FORCE TO RECOMMEND THE GOVERNANCE, MANAGEMENT, FINANCING
|
0013| AND IMPLEMENTATION OF THE HEALTH DATA SYSTEM.
|

|
0015| WHEREAS, a conservative estimate of the total information
|
0016| infrastructure investment in New Mexico exceeds two billion
|
0017| dollars ($2,000,000,000), with a thirty percent overlap of
|
0018| investment by the private and public sectors; and
|
0019| WHEREAS, the state has multiple health and health care
|
0020| system information networks and systems, both public and
|
0021| private, which are fragmented; and
|
0022| WHEREAS, fragmented state information systems are costly
|
0023| to manage and operate and create duplicative data reporting
|
0024| requirements, thereby increasing administrative costs for both
|
0025| the private and public sectors; and
|
0001| WHEREAS, multiple state-level health data systems limit
|
0002| the capacity of the state to effectively and efficiently use
|
0003| available data for analysis, planning and policy formation; and
|
0004| WHEREAS, the availability of readily accessible
|
0005| comprehensive data on health care and health care systems is
|
0006| desirable for more effective management of the health care
|
0007| system in New Mexico; and
|
0008| WHEREAS, rural health care facilities in particular lack
|
0009| access to advanced information infrastructure due to limited
|
0010| resources and distant location from the concentrated
|
0011| infrastructure development in the more populous areas of the
|
0012| state; and
|
0013| WHEREAS, the provision and management of health care
|
0014| requires a joint effort between government, the private health
|
0015| care sector, business and consumers; and
|
0016| WHEREAS, experience in other states and from private
|
0017| initiatives has demonstrated the potential for information
|
0018| technology to cost-effectively address a variety of health data
|
0019| and information needs and to improve the efficiency and
|
0020| effectiveness of the health care system; and
|
0021| WHEREAS, the reduced cost of information technology
|
0022| provides the state with the opportunity to apply information
|
0023| technology to improve the efficiency and quality of health
|
0024| care, reduce costs in the public and private sectors and
|
0025| improve the availability of health data and information for
|
0001| policymakers, planners, researchers and the general public; and
|
0002| WHEREAS, the health information alliance, a joint public-
|
0003| private initiative, has formulated a plan for an integrated
|
0004| statewide health data system to improve the efficiency and
|
0005| effectiveness of both the public and private health care system
|
0006| by streamlining data reporting processes, reducing the need for
|
0007| duplication of health-related data and information systems and
|
0008| facilitating access to and exchange of health-related data by
|
0009| public and private health care providers, state agencies,
|
0010| policymakers and consumers;
|
0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0012| STATE OF NEW MEXICO that the New Mexico health policy
|
0013| commission be requested to convene a task force to propose
|
0014| recommendations to implement, govern and manage the health data
|
0015| system, with specific consideration of:
|
0016| A. the state policy for health data and
|
0017| information;
|
0018| B. the administrative and policymaking structure of
|
0019| a governing entity, with participation that provides for
|
0020| balanced representation of the interests of the state,
|
0021| including state government health entities, the private sector
|
0022| and the consuming public;
|
0023| C. responsibilities, powers and authority of the
|
0024| governing entity;
|
0025| D. plan of operation, including a business plan;
|
0001| E. sources of financial and other resources for
|
0002| implementation and ongoing operations, including training,
|
0003| technical support and development;
|
0004| F. mechanisms to make the health data system
|
0005| accessible to the greatest possible number of New Mexicans, in
|
0006| particular those in rural areas;
|
0007| G. provisions for the management of confidential
|
0008| data;
|
0009| H. required legal provisions and statutory changes
|
0010| for the management, operation and use of the health data
|
0011| system;
|
0012| I. requirements to ensure that the health data
|
0013| system is responsive to a wide variety of health related
|
0014| information needs; and
|
0015| J. proposed fees or other changes to support the
|
0016| health data system; and
|
0017| BE IT FURTHER RESOLVED that the task force be composed of
|
0018| a representative of the New Mexico health policy commission,
|
0019| the department of health, the human services department, the
|
0020| department of insurance, the workers' compensation
|
0021| administration, the governor's chief information officer, the
|
0022| health maintenance organization industry, the indemnity
|
0023| insurance industry, hospitals, private physicians, community-
|
0024| based primary care centers, the health information alliance and
|
0025| three other individuals to be appointed by the New Mexico
|
0001| health policy commission; and
|
0002| BE IT FURTHER RESOLVED that the New Mexico health policy
|
0003| commission report its recommendations to the appropriate
|
0004| interim legislative committee by September 30, 1997; and
|
0005| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0006| sent to the chair of the New Mexico health policy commission,
|
0007| the secretaries of health and human services, the
|
0008| superintendent of insurance, the director of the workers'
|
0009| compensation administration and the governor's chief
|
0010| information officer.
