0011| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION TO ESTABLISH
|
0012| A TASK FORCE TO MAKE RECOMMENDATIONS THAT DEFINE REGIONS,
|
0013| INFRASTRUCTURE AND OTHER NECESSARY ELEMENTS TO ALLOW REGIONAL
|
0014| PURCHASING OF PUBLICLY FUNDED HEALTH INSURANCE.
|

|
0016| WHEREAS, great variation exists in the state with regard
|
0017| to access to and delivery of health care services; and
|
0018| WHEREAS, different areas of the state have different
|
0019| service capacities and supplies; and
|
0020| WHEREAS, regionally based purchasing of publicly funded
|
0021| health insurance, including regionalization of the medicaid
|
0022| program, has been demonstrated in other states to control
|
0023| health care costs and stimulate more effective use of the
|
0024| health care marketplace; and
|
0025| WHEREAS, in a formal study conducted by the nationally
|
0001| recognized Lewin consulting group for the New Mexico health
|
0002| policy commission, it was projected that regionally based
|
0003| purchasing of publicly funded health insurance could
|
0004| potentially control health care costs and stimulate more
|
0005| effective use of the health care marketplace in New Mexico; and
|
0006| WHEREAS, managed care has a limited penetration in many
|
0007| rural areas of the state; and
|
0008| WHEREAS, regionally based health care plans have the
|
0009| potential to better meet the needs of each regional area due to
|
0010| the knowledge and recommendations gained from community-based
|
0011| providers; and
|
0012| WHEREAS, conditions in many rural parts of the state,
|
0013| including the availability of health professionals,
|
0014| infrastructure and density, present unique challenges to the
|
0015| development of managed care; and
|
0016| WHEREAS, government is a major purchaser of health care in
|
0017| New Mexico, and as such changes in the state's method of
|
0018| purchasing publicly funded insurance may have significant
|
0019| effects throughout the state's entire health care delivery
|
0020| system;
|
0021| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0022| STATE OF NEW MEXICO that the New Mexico health policy
|
0023| commission be requested to convene a task force to determine
|
0024| appropriate geographic regions in the state for health care
|
0025| delivery, identify market conditions and infrastructure that
|
0001| will promote regionalization of health care delivery and
|
0002| clarify financial, quality assurance, certification, filing and
|
0003| reporting requirements and other provisions necessary to
|
0004| promote regionally based health care services purchased by
|
0005| publicly funded health insurance, including medicaid; and
|
0006| BE IT FURTHER RESOLVED that the New Mexico health policy
|
0007| commission include on the task force representatives of the
|
0008| department of health, the risk management division of the
|
0009| general services department, the public school insurance
|
0010| authority, the Albuquerque public school system, the department
|
0011| of insurance, the medical assistance division of the human
|
0012| services department, the retiree health care authority and
|
0013| representatives of health care providers, facilities and
|
0014| insurers; and
|
0015| BE IT FURTHER RESOLVED that a method be established to
|
0016| gather data and information to assess and monitor the impact of
|
0017| a regionally based purchasing strategy for publicly funded
|
0018| health care and its effects on the state's health delivery
|
0019| system, the insurance market and access to care for the
|
0020| uninsured; and
|
0021| BE IT FURTHER RESOLVED that a report of the findings and
|
0022| recommendations of the task force be presented to the
|
0023| appropriate interim legislative committee by September 30,
|
0024| 1997; and
|
0025| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0001| sent to the secretaries of health, human services and general
|
0002| services, the superintendent of insurance, the chairs of the
|
0003| New Mexico health policy commission, the public school
|
0004| insurance authority and the retiree health care authority, the
|
0005| superintendent of the Albuquerque public schools and the
|
0006| governor.
