0011| REQUESTING THAT BEHAVIORAL HEALTH SERVICES BE EXCLUDED FROM
|
0012| MEDICAID MANAGED CARE PROPOSALS.
|

|
0014| WHEREAS, consumers, family members, advocates and
|
0015| providers were excluded in the development phase of the
|
0016| proposed medicaid managed care plan as it relates to behavioral
|
0017| health services; and
|
0018| WHEREAS, there has been a history of success using
|
0019| nonmedical, community-based programs for behavioral health
|
0020| services, and the medicaid managed care proposal that includes
|
0021| behavioral health services does not reflect this success; and
|
0022| WHEREAS, the medicaid managed care plan proposed by the
|
0023| human services department, as it relates to behavioral health
|
0024| services, may fail and could cause the entire managed care
|
0025| proposal to fail; and
|
0001| WHEREAS, the proposed medicaid managed care proposal is
|
0002| and has been repeatedly opposed by consumers, advocates and
|
0003| providers in New Mexico;
|
0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0005| STATE OF NEW MEXICO that behavioral health services and funds
|
0006| be removed from the medicaid request for proposals, the
|
0007| initial managed care contracts and the federal waiver proposal;
|
0008| and
|
0009| BE IT FURTHER RESOLVED that the human services department
|
0010| appoint, by no later than May 1, 1997, a task force of
|
0011| consumers, advocates and providers to develop a plan to manage
|
0012| behavioral health services and funds that will fully integrate
|
0013| medicaid and state general funds, reflect managed care
|
0014| principles and administration, ensure full linkages to primary
|
0015| care services and assure maximum participation of consumers,
|
0016| family members and advocates in the development, implementation
|
0017| and oversight of the managed care system as it applies to
|
0018| behavioral health services; and
|
0019| BE IT FURTHER RESOLVED that this plan be responsive to the
|
0020| treatment and rehabilitation needs and concerns of adults with
|
0021| mental illness or substance abuse related disorders and
|
0022| children and youth with, or at risk of, serious emotional or
|
0023| behavioral disturbances, neurobiological disorders or substance
|
0024| abuse disorders; and
|
0025| BE IT FURTHER RESOLVED that this plan be designed for full
|
0001| implementation no sooner than July 1, 2000; and
|
0002| BE IT FURTHER RESOLVED that the human services department
|
0003| and the task force it appoints present the plan that is
|
0004| developed to the appropriate interim legislative committee by
|
0005| August 15, 1997; and
|
0006| BE IT FURTHER RESOLVED that copies of this memorial be
|
0007| sent to the secretary of human services and the governor.
