0011| REQUESTING THE SECRETARIES OF ECONOMIC DEVELOPMENT, HIGHWAY AND
|
0012| TRANSPORTATION AND FINANCE AND ADMINISTRATION AND THE
|
0013| SUPERINTENDENT OF REGULATION AND LICENSING TO COOPERATE IN
|
0014| STUDYING THE ECONOMIC DEVELOPMENT POTENTIAL OF ASTRONOMY AND
|
0015| METHODS TO MAINTAIN DARK SKY RESOURCES.
|

0017| WHEREAS, astronomy is a significant, clean, high-
|
0018| technology industry employing six hundred people statewide; and
|
0019| WHEREAS, two hundred million dollars ($200,000,000) in
|
0020| capital investment has already been made in the New Mexico
|
0021| astronomy industry; and
|
0022| WHEREAS, New Mexico's viability as an international center
|
0023| for astronomical research depends on dark skies, which are
|
0024| being threatened by light pollution; and
|
0025| WHEREAS, the excessive use of light wastes energy,
|
0001| increases consumer costs, diminishes public appreciation of
|
0002| scenic vistas and interferes with people's right to privacy;
|
0003| and
|
0004| WHEREAS, careful use of outdoor lighting with shielded or
|
0005| redirected lights and low-pressure sodium light bulbs is energy
|
0006| efficient and can enhance public safety without harming dark
|
0007| sky resources; and
|
0008| WHEREAS, Alamogordo, Cloudcroft and Tucson, Arizona have
|
0009| enacted ordinances that respect the need for adequate ground
|
0010| light while respecting the value of dark skies;
|
0011| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0012| STATE OF NEW MEXICO that the secretaries of economic
|
0013| development, highway and transportation and finance and
|
0014| administration and the superintendent of regulation and
|
0015| licensing cooperate in studying the economic development
|
0016| potential of New Mexico's dark skies, alternative lighting
|
0017| technologies and design to maintain dark skies, and obstacles
|
0018| to conservation of dark skies; and
|
0019| BE IT FURTHER RESOLVED that the secretaries report to the
|
0020| appropriate interim committee with their recommendations for
|
0021| legislation by December 1, 1997; and
|
0022| BE IT FURTHER RESOLVED that copies of this memorial be
|
0023| transmitted to the secretaries of economic development, highway
|
0024| and transportation and finance and administration and the
|
0025| superintendent of regulation and licensing.
