0011| URGING THE SUPERINTENDENT OF REGULATION AND LICENSING TO FILL
|
0012| THE POSITION OF DIRECTOR OF THE ALCOHOL AND GAMING DIVISION AS
|
0013| SOON AS POSSIBLE.
|

0015| WHEREAS, the position of director of the alcohol and
|
0016| gaming division of the regulation and licensing department has
|
0017| remained unfilled since May 1996; and
|
0018| WHEREAS, the superintendent of regulation and licensing
|
0019| has been carrying out the duties of that position in addition
|
0020| to her extensive duties as superintendent of the department and
|
0021| this may pose too great a burden to manage both positions with
|
0022| the attention they deserve; and
|
0023| WHEREAS, the superintendent's recent granting of liquor
|
0024| licenses in the face of strong local opposition and her recent
|
0025| proposals to ease New Mexico's liquor regulations to allow
|
0001| minors to work in bars and to permit the dispensing of free
|
0002| drinks, two-for-one drink specials and happy hours raise
|
0003| questions about whether regulations will continue to be
|
0004| effective and in the best interest of New Mexicans; and
|
0005| WHEREAS, the administration of the Liquor Control Act by
|
0006| the alcohol and gaming division is extremely important in New
|
0007| Mexico, which still has among the highest rates in the nation
|
0008| for fetal alcohol syndrome, cirrhosis of the liver, alcohol-
|
0009| related violence and DWI deaths;
|
0010| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0011| STATE OF NEW MEXICO that it urge the superintendent of
|
0012| regulation and licensing to fill the position of director of
|
0013| the alcohol and gaming division as soon as possible and to hire
|
0014| the best possible candidate for this important position; and
|
0015| BE IT FURTHER RESOLVED that a copy of this joint memorial
|
0016| be given to the governor and to the superintendent of
|
0017| regulation and licensing.
