0011| MAKING AN APPROPRIATION FOR THE PURPOSE OF ALLEVIATING
|
0012| OVERCROWDED CONDITIONS IN THE JUVENILE JUSTICE SYSTEM;
|
0013| DECLARING AN EMERGENCY.
|

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. APPROPRIATION.--
|
0017| A. Five million ninety-five thousand dollars
|
0018| ($5,095,000) is appropriated from the general fund to the
|
0019| children, youth and families department for expenditure in
|
0020| fiscal year 1997 for the purpose of alleviating the
|
0021| overcrowding of adjudicated delinquent offenders and youthful
|
0022| offenders committed to facilities operated by the department.
|
0023| The appropriated money shall be used to pay for:
|
0024| (1) the cost of providing additional security,
|
0025| food and overtime pay at the New Mexico boys' school and the
|
0001| New Mexico youth diagnostic and development center;
|
0002| (2) the cost of temporarily placing
|
0003| adjudicated delinquent offenders and youthful offenders in the
|
0004| Cibola county correctional facility; and
|
0005| (3) the cost of placing adjudicated delinquent
|
0006| offenders and youthful offenders in a correctional facility in
|
0007| which the corrections department currently incarcerates female
|
0008| adult inmates, located in Grants. The correctional facility
|
0009| located in Grants may be used for the commitment of delinquent
|
0010| offenders and youthful offenders placed in the custody of the
|
0011| children, youth and families department, pursuant to a joint
|
0012| powers agreement entered into by the corrections department and
|
0013| the children, youth and families department.
|
0014| B. Any unexpended or unencumbered balance remaining
|
0015| at the end of fiscal year 1997 shall revert to the general
|
0016| fund.
|
0017| Section 2. EMERGENCY.--It is necessary for the public
|
0018| peace, health and safety that this act take effect immediately.
|
