Section 1-4-5.1 NMSA 1978 (being Laws 1993, | 0017| Chapter 314, Section 7 and Laws 1993, Chapter 316, Section 7) | 0018| is amended to read: | 0019| "1-4-5.1. METHOD OF REGISTRATION--FORM.-- | 0020| A. A qualified elector may ~~[also]~~ apply for | 0021| registration by mail or in the office of the county clerk. | 0022| B. Certificate of registration forms may be | 0023| requested from the secretary of state or any county clerk in | 0024| person, by telephone or by mail for oneself or for others. | 0025| C. Except as provided in Subsection D of this | 0001| section, a qualified elector who wishes to register to vote | 0002| shall fill out completely and sign the certificate of | 0003| registration. The qualified elector may seek the assistance of | 0004| any person in completing the certificate of registration. | 0005| D. A qualified elector who has filed for an order | 0006| of protection pursuant to the provisions of the Family Violence | 0007| Protection Act shall not be required to provide address | 0008| information on the certificate of registration. | 0009| ~~[D.]~~ E. Completed certificates of registration | 0010| may be mailed or presented in person by the registrant or any | 0011| other person to the secretary of state or presented in person | 0012| by the registrant or any other person to the county clerk of | 0013| the county in which the registrant resides. | 0014| ~~[E.]~~ F. If the registrant wishes to vote in the | 0015| next election, the completed and signed certificate of | 0016| registration shall be delivered or mailed and postmarked at | 0017| least twenty-eight days before the election. | 0018| ~~[F.]~~ G. Upon receipt of a certificate of | 0019| registration, the secretary of state shall send the certificate | 0020| to the county clerk in the county where the qualified elector | 0021| resides. | 0022| ~~[G.]~~ H. Only when the certificate of | 0023| registration is properly filled out, signed by the qualified | 0024| elector and accepted for filing by the county clerk as | 0025| evidenced by his signature or stamp and the date of acceptance | 0001| thereon and when notice has been received by the registrant | 0002| shall it constitute an official public record of the | 0003| registration of the qualified elector. | 0004| ~~[H.]~~ I. The secretary of state shall prescribe | 0005| the form of the certificate of registration, which shall be a | 0006| postpaid mail-in format and shall be printed in Spanish and | 0007| English.
