0011| MAKING AN APPROPRIATION FOR AN IMPARTIAL COMMUNITY PLANNING

0012| PROCESS ASSISTED BY STATE AND LOCAL AGENCIES WITH PRIVATE

0013| SECTOR SUPPORT TO STUDY THE FEASIBILITY OF CREATING A

0014| WATERSHED.

0016| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0017| Section 1. FEASIBILITY STUDY.--
|
0018| A. The university of New Mexico shall administer a
|
0019| planning process to determine the feasibility of creating a
|
0020| watershed district in the Carson national forest area, near the
|
0021| towns of Red River and Questa. The towns of Red River and
|
0022| Questa shall provide a twenty percent match from a private-
|
0023| sector source for funding received for the planning process.
|
0024| B. The planning process shall include public
|
0025| hearings to solicit community interest that are facilitated by
|
0001| university staff in the towns of Questa and Red River, the
|
0002| production of a user guide publication to the watershed area,
|
0003| an inventory of lands within the watershed area of the Red
|
0004| river and demonstration projects for residents.
|
0005| Section 2. APPROPRIATION.--
|
0006| A. Two hundred thousand dollars ($200,000) is
|
0007| appropriated from the general fund to the board of regents of
|
0008| the university of New Mexico for expenditure in fiscal year
|
0009| 1998 for the purpose of conducting a series of public hearings
|
0010| to determine the feasibility of creating a watershed district
|
0011| in the Carson national forest area, near the towns of Red River
|
0012| and Questa. The towns of Red River and Questa shall provide a
|
0013| twenty percent match from a private-sector source for funding
|
0014| received for the study.
|
0015| B. Any unexpended or unencumbered balance remaining
|
0016| at the end of fiscal year 1998 shall revert to the general
|
0017| fund.
