      Your FINANCE COMMITTEE, to whom has been referred
  
           SENATE PUBLIC AFFAIRS COMMITTEE SUBSTITUTE FOR
                          SENATE BILL 109
  
  has had it under consideration and reports same with recommendation
  that it DO PASS, amended as follows:
  
          1.   On page 2, line 22, after the period insert "For
  purchases funded by state or federal grants to local public bodies,
  if the local public body has not received the funds from the federal
  or state funding agency, payments shall be tendered to the
  contractor within five working days of receipt of funds from that
  funding agency.".
