0011|     RELATING TO PUBLIC EMPLOYEE SALARIES; INCREASING CERTAIN PUBLIC

0012|     EMPLOYEE SALARY LEVELS; MAKING APPROPRIATIONS.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  APPROPRIATIONS--GENERAL FUND.--Four million
    |
0016|     seven hundred sixty-two thousand dollars ($4,762,000) is
    |
0017|     appropriated from the general fund to the department of finance
    |
0018|     and administration for expenditure in fiscal year 1998 for the
    |
0019|     purpose of providing a salary increase to eligible classified
    |
0020|     employees in agencies governed by the Personnel Act.  In
    |
0021|     accordance with a variable pay for performance salary matrix as
    |
0022|     approved by the personnel board and negotiated with the New
    |
0023|     Mexico state labor coalition, a salary increase of an average
    |
0024|     two and one-half percent of range midpoint on the eligible
    |
0025|     classified employee's anniversary date is authorized.  This
    |
0001|     average increase includes providing annualized lump-sum
    |
0002|     payments to eligible classified employees whose salaries equal
    |
0003|     or exceed their salary range maximums.  Salary increases shall
    |
0004|     be effective the first full pay period following the employee's
    |
0005|     anniversary date.  The department of finance and administration
    |
0006|     shall distribute a sufficient amount to each agency to provide
    |
0007|     the appropriate increase for those employees whose salaries are
    |
0008|     received as a result of general fund appropriations in the
    |
0009|     General Appropriation Act of 1997.  Any unexpended or
    |
0010|     unencumbered balance remaining at the end of fiscal year 1998
    |
0011|     shall revert to the general fund.
    |
0012|          Section 2.  APPROPRIATIONS--OTHER STATE FUNDS.--For those
    |
0013|     state employees whose salaries are referenced in or received as
    |
0014|     a result of non-general fund appropriations in the General
    |
0015|     Appropriation Act of 1997, the department of finance and
    |
0016|     administration shall transfer from the appropriate fund to the
    |
0017|     appropriate agency the amount required for the salary increases
    |
0018|     equivalent to those provided for in Section 1 of this act, and
    |
0019|     such amounts are appropriated for expenditure in fiscal year
    |
0020|     1998.  Any unexpended or unencumbered balance remaining at the
    |
0021|     end of fiscal year 1998 shall revert to the appropriate fund.
