  that it DO PASS, amended as follows:
  
      1.  On page 2, line 13, strike "or a government" and insert in
  lieu thereof "or the state or a department, agency, institution or
  political subdivision of the state".
  
      2.  On page 2, line 15, before "including" insert "not".
