0011|     RELATING TO HEALTH; IMPOSING A MORATORIUM ON THE CLOSURE OF LOS
    |
0012|     LUNAS MEDICAL CENTER; CREATING A STUDY COMMITTEE.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  TEMPORARY PROVISION--LOS LUNAS MEDICAL CENTER-
    |
0016|     -MORATORIUM--STUDY COMMITTEE.--
    |
0017|               A.  Los Lunas medical center shall remain open as an
    |
0018|     operating institution at least until July 1, 1999.  The
    |
0019|     department of health shall continue to operate Los Lunas
    |
0020|     medical center as a facility for the care, treatment and
    |
0021|     training of persons with developmental disabilities at the same
    |
0022|     level of effort or higher as that provided on July 1, 1996.
    |
0023|               B.  The New Mexico legislative council shall appoint
    |
0024|     a six-member "Los Lunas study committee" to study the needs of
    |
0025|     the state, the developmental disabilities population and other
    |
0001|     affected groups; the constitutional provisions and court
    |
0002|     decisions concerning the facility; and other matters relevant
    |
0003|     to Los Lunas medical center.  The legislative council shall
    |
0004|     appoint three members from the house of representatives and
    |
0005|     three members from the senate and at least one member from each
    |
0006|     house shall be a member of the minority party.  The committee
    |
0007|     shall function from the date of its appointment until December
    |
0008|     1 preceding the second session of the forty-third legislature. 
    |
0009|     The committee may meet one time to organize and develop its
    |
0010|     work plan.  The legislative council shall approve the
    |
0011|     committee's work plan prior to the committee's second meeting. 
    |
0012|     The committee shall report its findings to the legislative
    |
0013|     council and the second session of the forty-third legislature. 
    |
0014|     Staff for the committee shall be provided by the legislative
    |
0015|     council service.
