0011| MAKING AN APPROPRIATION FOR AN EDUCATIONAL RESTRUCTURING
|
0012| PROGRAM INVOLVING PARENTS AND COMMUNITY LEADERS.
|

0014| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0015| Section 1. ESTABLISHMENT OF PROGRAM.--
|
0016| A. The state department of public education shall
|
0017| establish and administer a program focusing on school
|
0018| restructuring to improve student achievement and to help
|
0019| schools identify and train parents and community leaders who
|
0020| will hold the school accountable for achieving high academic
|
0021| standards.
|
0022| B. A school may apply for funding of up to ten
|
0023| thousand dollars ($10,000) from the program if the school
|
0024| demonstrates a commitment to restructuring educational
|
0025| practices and conditions at the school by entering into a
|
0001| partnership with:
|
0002| (1) school staff;
|
0003| (2) parents of school students;
|
0004| (3) community and business leaders; and
|
0005| (4) a nonprofit, community-based organization
|
0006| having a demonstrated ability to train, develop and organize
|
0007| parents and community leaders into a large, nonpartisan
|
0008| constituency that will hold the school administration
|
0009| accountable for achieving educational objectives.
|
0010| C. No more than one-half of the appropriation made
|
0011| in Section 2 of this act may be used to implement strategies
|
0012| developed by participants who have designed student learning
|
0013| experiences outside of the regular school day.
|
0014| Section 2. APPROPRIATION.--One hundred thousand dollars
|
0015| ($100,000) is appropriated from the general fund to the state
|
0016| department of public education for expenditure in fiscal year
|
0017| 1998 for the purpose of creating a program whose focus is the
|
0018| improvement of student academic achievement through
|
0019| participation of school staff, parents of students, community
|
0020| and business leaders and nonprofit organizations having a
|
0021| demonstrated capacity to organize, develop and train
|
0022| participants. Any unexpended or unencumbered balance remaining
|
0023| at the end fiscal year 1998 shall revert to the general fund.
